Position Summary

This vacancy is with the Health & Wellness Administration department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

The Process Improvement Project Manager will serve as the process improvement lead within Ramsey County's Health and Wellness Service Team. This position will lead process improvement and organizational change initiatives in the areas of Social Services, Public Health, and Community Corrections that optimize utilization of technology solutions, enhance business processes efficiency, reduce costs, and improve overall performance.
Provide all aspects of project management including establishing and administering project scope, budgets, timelines and coordinating project activities; and perform related duties as assigned.

Examples of Work Performed

  1. Define project scope, goals, deliverables and timelines; coordinate project activities for the duration of a project; ensure compliance with local, state and federal regulations; and manage existing legal agreements.
  2. Estimate cost, manage project budgets and efficiently allocate resources.
  3. Provide communication to internal and external stakeholders including regular project updates and managing stakeholders' expectations.
  4. Prepare Request for Proposals for professional services related to preparation of plans and specifications, provide input into negotiations and purchase process; evaluate bids and make recommendations for contract awards; and administer contracts.
  5. Identify potential risks, develop mitigation strategies; manage dispute resolutions.
  6. Ensure all project deliverables meet project timelines; develop quality control standards and processes.

Minimum Qualifications
Education: Bachelor's degree in business administration, management or in a field related to area assigned.
Experience: Five years of experience in project management in the area assigned.
Substitution: Equivalent combination of education and related experience.

Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:
  • Training and Experience Rating = 100%

The examination for Project Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions -do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Project Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
