Job Description:

Parsons is looking for an amazingly talented Project Manager to join our team! Ready to put your project management skills to work on a variety of projects? Are you great with people and have a track record working with teams to get the job done? Parsons is now hiring a Field Project Manager with a desire to work on creating innovative, practical solutions while acting as a client representative. This includes providing project management activities in accordance with project/client procedures, scope of work, and contract specifications. Serves as the primary point of contact with the client for all site activities related to assigned area(s) of responsibility. Parsons extensive experience in this field, combined with your experience as a client rep at a field level will propel your career and leadership opportunities forward. We need our Field Project Managers to be versatile, enthusiastic to work in highly flexible, team oriented environments that have exceptional communication, analytical and organizational skills. Travel requirement is approximately 25% - 35% to locations nation-wide.

Under direction of the Regional Project Manager and Director of Design and Construction, the Project Manager manages all project administrative activities and on-site activities as needed for a small to medium sized project, or a subtask of a larger project, in accordance with the project schedule and budget. This includes directing and coordinating subcontractor activities in accordance with project/client procedures, scope of work, and contract specifications. Serves as the primary point of contact with the client for all site activities related to assigned area(s) of responsibility. Frequent travel to centers and job sites are required.

SPECIFIC RESPONSIBILITIES
  • Knowledge of various facilities related issues that range from site related issues to building systems issues.
  • Develop scope of work documents for various design and construction projects.
  • Collaborates with the clients' contractors which operate and maintain various Job Corp. Training Centers
  • Collaborate with Regional Project Manager and Director of Design and Construction to establish project scope, schedule and budget.
  • Conduct meetings with various stakeholders to monitor project progress, schedule and budget requirements.
  • Develops project documents, processes, and procedures required to support quality control and final project deliverables.
  • Collaborates with Regional Project Manager to determine project cost estimates, quality assurance surveillance documents and various client procurement policies.
  • The project manager shall coordinate with the point of contact at the Job Corp Center assigned to identify operational issues, the project manager shall be the responsible for verifying and confirming the scope of work associated with these operational deficiencies and coordinate with the client on the path forward for corrective action. This may include smaller tasks up to $100,000 and tasks over $100,000 would require prior approval from the client Contracting Officers Representative.
  • Actively promotes and supports safety policies and monitors the job site for good safety practices.
  • Shall be responsible for authoring white/issue/option papers related to issues identified at a job site and propose solutions.
  • Understanding the project contract and be able to review documents based on project scope and contract requirements.
  • Reviewing change orders submitted by the contractors and provide feedback to the ESC team and COR
  • Review project proposal and provide recommendations based on alignment with scope, cost and request for proposal documentation
  • Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to Regional Project Manager.
  • Submits monthly reports to COR and responds to issues and expectations.
  • Assists Regional Project Manager in pricing and negotiating changes to the scope of work with the client and subcontractors. Reviews bid documents and assists with bidder solicitation activities. Documents and executes changes in scope of project.
  • Anticipates problems and works with client, architects/engineers, subcontractors, and Regional Project Manager to identify and implement corrective actions.
  • Keeps client and Regional Project Manager informed of the day-to-day activities of the project.
  • Maintains accurate documentation of job progress through daily logs and other reports.
  • Shall be able to review and process contractor pay applications promptly.
  • Work in a collaborative manner within the ESC team and the client.

  • Supervision Received - Regional Project Manager
  • Internal Contacts - All employees on project
  • External Contacts - JCC Center, Regional COR, National Office COR, Contractors

EDUCATION/EXPERIENCE:
  • 15+ years' related work experience and a Bachelor's Degree in a technical or construction-related field (or equivalent), a bachelor's degree in mechanical or civil engineering is preferred.

Salary Range: $103,500.00 - $181,100.00
