This position is located in the District Department of Transportation (DDOT), Traffic Signal and ITS(Intelligent Transportation Systems) maintenance team. This team is primarily responsible for maintenance and operations of the District of Columbia's more than 1700 traffic signals, nearly 400 traffic management CCTV cameras, approximately 100 data collection sites, and also the management of the contractor responsible for utility markings of all DDOT-owned underground assets. The incumbent serves as an server as oversight and project manager of all activities of the Utility marking contractor. Including day-to-day operations, financial oversight, and ensuring that the contract is fully funded.

Duties and Responsibilities

Directs and oversees a portfolio of complex and major capital projects city-wide as assigned by the Program Manager of Traffic Signal and ITS Maintenance. Coordinates the work of multiple highly experienced subject matter experts across agency divisions and investigates/troubleshoots complex and sensitive issues relative to Traffic Signals and ITS maintenance, and utility marking. Meets regularly with agency staff to develop relationships, anticipate and solve problems. Coordinates project teams of diverse professionals and technicians to include engineers, planners, Streetlight team, resource allocation, contracting and procurement, stakeholders and contractors. Ensures the utility marking contractor, and other assigned contractors are fulfilling their contractual responsibilities. Monitors and performs regular field quality control checks of the utility marking contractor, to ensure contractor performance. Serves as an expert consultant in all areas affected by assigned portfolio of projects, including capital infrastructure projects through various phases including planning, feasibility, design, and construction and the necessary budgetary and procurement processes to efficiently and effectively deliver projects.

Develops project management work plans and schedules illustrating the sequence of tasks, target dates, and individuals responsible for various activities. Plans, reviews, oversees, and manages complex maintenance and operations activities. Utilizes agency databases, analysis tools and modules to track and report progress daily in a team primarily responsible for maintenance and operations, which often requires real time detection, and response. Serves as a representative and liaison when DDOT owned utilities have been impacted or damaged by third parties. Oversees the development of an after-action report from DDOT utility marking contractor to verify that the marking contractor has adequately marked DDOT assets prior to the loss. Provides direct engagement with offending third parties which have damaged and or impacted DDOT's underground infrastructures, in some cases due to failure to follow utility location guidelines. Provides detailed information to DDOT's legal team in cases where DDOT assets have been damaged by third party contractors.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Examples of specialized experience may include analysis, investigative work preparation of reports, community facilitation presentations, or similar work experience.

Preferred 5 years of experience in transportation, ITS, traffic signal, and streetlight plans and drawings. 5 years of experience in general project management. 5 years' experience in project budgeting, contract procurement, and government-related funding obligations, both local and federal. 5 years of experience in interpreting plans and drawings in relation to actual field conditions.

Licenses and Certifications

The incumbent must possess and maintain a valid driver's permit to operate motor vehicles.

Work Environment

The work is partially performed in an office setting which is adequately heated, ventilated, and lit. Frequently, the work will include field visits to construction sites and other project sites where the incumbent is exposed to dust, chemical odors, construction hazards, and a variety of weather conditions. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workpeople on ladders, mechanized equipment, slippery surfaces, etc.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
