This position is located in the District Department of Transportation (DDOT), within the Maintenance Operations Administration (MOA) under the Pavement Maintenance Division (PMD). The mission of DDOT is to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia. MOA is responsible for maintaining the District's core infrastructure including pavements. Mastery knowledge of street, alley, and sidewalk paving operations and maintenance to establish best management practices and successfully negotiate project concerns from beginning to completion.

The incumbent is responsible for providing executive leadership and direction in the planning, operation, and maintenance of the District of Columbia's transportation assets and right of way infrastructure to support the safe and efficient movement of pedestrians and vehicles. The incumbent functions as a technical authority in the interpretation and application of the Manual on Uniform Traffic Control Devices (MUTCD) and other national and local transportation standards. Demonstrated extensive experience managing a transportation system for a major metropolitan area requiring the application of professional and technical engineering principles, practices, and techniques sufficient to provide executive leadership and direction in the planning, operation, and maintenance of transportation assets and ROW infrastructure support.

Duties and Responsibilities

Provides overall policy direction, strategic oversight, and operational guidance for the District's pavement and right-of-way maintenance programs, including citywide contracting and service delivery for streets, alleys, sidewalks, tunnels, bike lanes, trails, bus lanes, pavement markings, winter maintenance operations, and channelization devices. Oversees the implementation of maintenance programs, ensures adherence to departmental standards and requirements, and coordinates with internal and external partners to support effective transportation asset operations. Provides programmatic guidance for transportation maintenance initiatives with an emphasis on meeting agency mandates and operational objectives. Oversees investigations, data collection, and analysis related to pavement and right-of-way conditions to support planning, prioritization, and resource allocation. Plans, directs and manages program maintenance operations of subordinate divisions and managers. Provides executive guidance on complex operational issues, program challenges, and sensitive matters requiring high-level coordination and policy interpretation.

Oversee the Pavement Maintenance Division including operational planning activities by using asset condition data and service performance information to develop draft capital and maintenance program recommendations for the District's highway and street assets, including winter maintenance operations. Manages PMD assets to include street, highways, tunnels, culverts, and other assets in the right of way including pavement markings. Develops critical policies pertinent to determinations regarding work to be contracted out and work to be performed by in-house direct labor forces such as, winter maintenance responsibilities. Manages and oversees human, fiscal and other resources for the overall operations of the Pavement Maintenance Division. Keeps the Director and executive team informed about current program planning and scheduling and ensures that the work of PMD conforms to plans, guidelines, objectives and goals. Provides expert guidance regarding the need to adjust or develop new plans or schedules, as needed.

Qualifications and Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Bachelor's Degree in Engineering, Safety, Transportation, or the Physical Sciences or related fields is highly desirable. Applicants must have at least 1 year of specialized experience equivalent to grade 14 level in the District of Columbia government service, or equivalent public or private sector. Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Licensures and Certifications

Must possess and maintain a valid driver's license and be able to drive a motorized vehicle.

Certification as a safety professional is also highly desirable.

Work Conditions/Environment

Time will be split between working in an office setting and the field on construction sites. During field visits, the incumbent will be on construction sites, which includes but is not limited to walking on unfinished horizontal and vertical surfaces, inclement weather conditions, occasional night and/or weekend work, loud noise, and dust.

Emergency Designation: This position has been designated as an essential/emergency employee position under the provisions of District Personnel Manual Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early. The incumbent of this position must possess and maintain a valid driver's license and be able to drive a motorized vehicle.
