Project Manager, Long Haul Controls (Contracts) is responsible for managing construction contract administration and commercial controls throughout the lifecycle of long-haul outside plant (OSP) deployment projects. This role partners closely with Project Managers, Construction, Engineering, Legal, Finance, and external contractors to ensure contracts are properly executed, contractual obligations are fulfilled, change orders are effectively managed, and projects remain aligned with budget, schedule, and commercial objectives.
The
Project Manager serves as the primary contract administrator for assigned projects while supporting risk mitigation, documentation integrity, and consistent application of company contracting standards. This position reports to the Director, Long Haul OSP Compliance.
NOTE: The team is open to this position working remotely within the United States. However, the preferred location is Denver Colorado.Work Authorization Requirement: This position is not eligible for employment-based visa sponsorship. ResponsibilitiesContract Administration
- Draft, review, negotiate, and administer OSP construction contracts.
- Coordinate with Legal to ensure contract language complies with company standards.
- Maintain complete contract files, amendments, correspondence, and supporting documentation.
- Ensure contractual obligations are understood and executed by internal and external stakeholders.
- Monitor contractor compliance with contract requirements.
Change Management
- Review contractor change requests.
- Evaluate schedule, scope, and cost impacts.
- Coordinate internal approvals.
- Maintain complete change-order logs.
- Support negotiations for equitable commercial outcomes.
Commercial Controls
- Track contract values, commitments, and remaining budgets.
- Review contractor invoices against contract terms and project progress.
- Resolve invoice discrepancies.
- Support monthly forecasting activities with Finance and Project Management.
Procurement Support
- Assist in development of RFPs and RFQs.
- Participate in contractor evaluations and vendor selection.
- Prepare award documentation.
- Coordinate contract execution activities.
Schedule & Risk Management
- Monitor contract milestones and deliverables.
- Identify schedule deviations affecting contractual performance.
- Issue required contractual notices.
- Support recovery planning with Project Managers.
- Identify commercial risks and recommend mitigation strategies.
Reporting & Compliance
- Maintain contract tracking dashboards.
- Prepare contract status reports for leadership.
- Ensure documentation supports regulatory and contractual compliance requirements.
- Support federally funded programs where applicable (NTIA, BABA, Davis-Bacon).
Cross-Functional Collaboration
- Partner closely with Engineering, Construction, Supply Chain, Finance, and Legal.
- Serve as primary commercial point of contact for assigned projects.
- Promote standardized contract management processes across the organization.
Qualifications Education & Experience
- Bachelor's Degree preferred in Engineering, Construction Management, Business, or related discipline.
- Minimum of five to seven (5-7) years of telecommunications, construction, or infrastructure project experience.
- Minimum of three to five (3-5) years administering construction contracts.
- Experience supporting large-scale OSP deployment projects preferred.
Technical Knowledge
- Understanding of OSP construction methods.
- Familiarity with contract types (unit-rate, fixed-price, T&M).
- Ability to interpret engineering drawings and construction documents.
- Knowledge of project budgeting and invoice reconciliation.

Estimated base salary range: $77,100 - $118,600 USD/annuallyThe base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.
