Full Job Description
The Digital Modernization Sector at Leidos has an opening for an experienced Project Manager for the DISA Defense Red Switch Network in support of an enterprise VoIP management system GSM-O II contract at Fort Meade, MD.

The Project Manager will lead Risk Management Framework (RMF) and Program Documentation initiatives while directly managing, coaching, and developing a team of 5-10 professionals. Operating in a fast-paced, cross-functional environment, this dynamic leader will drive end-to-end project planning, execution, and monitoring to deliver high-quality products on time, within scope, and on budget.

Daily operations require partnering with diverse stakeholders to align objectives, proactively resolve bottlenecks, and maintain strict adherence to project baselines. To thrive, candidates must possess strong interpersonal communication skills, robust problem-solving abilities, and a proven track record of successfully guiding project teams through rapidly changing requirements.

Primary Responsibilities
  • Manage multiple concurrent tasks and projects to support the planning, implementation, security authorization (RMF), and program documentation of the Defense Red Switch Network (DRSN).
  • Work independently, engage with required stakeholders, and execute an end-to-end plan to achieve operational efficiencies within the project area of responsibility.
  • Work closely with technical resources (e.g., ISSMs, ISSOs, RMF professionals, network/ system engineers, and technical writers) to develop an approach, schedule, risks, and staffing requirements to successfully implement objectives.
  • Communicate with internal team members across multiple areas, external stakeholders, and DISA customers.
  • Analyze external activities that may drive dependencies or risks to the plan(s).
  • Understand all applicable performance standards, operational impacts, and affected Acceptable Levels of Performance that may be impacted by system changes.
  • Support process improvements, including identifying inefficiencies and recommending solutions to streamline project execution and documentation generation.
  • Provide overall support for customer meetings, including initial input for charts, action-item tracking, and general data calls.
  • Maintain an understanding of DISA implementation processes, standards, and the Xacta and Enterprise Mission Assurance Support Service (eMASS) workflow.
  • Maintain an understanding of Site Assessment, Site Survey, Installation, and Commissioning equipment.
  • Interact and communicate effectively with customers to manage expectations and deliver program updates.
  • Develop and maintain project schedules, track progress, and identify external dependencies, risks, or delays.
  • Oversee the preparation, quality control, and delivery of project and program documentation, including CDRLs, ROMB, COR/PMR/MOR Charts, 5x15, presentations, reports, and meeting minutes.
  • Monitor project tasks to ensure completion in compliance with Leidos and customer policies, quality standards, and regulatory requirements.
  • Coordinate and transfer inputs for project reviews (e.g., MOR, QBRs) and action item tracking/coordination.
  • Coach, review, and delegate work to project staff and support personnel to ensure quality and timely delivery.
  • Manage a team of 5-10 resources and/or direct employees, including reviewing and documenting performance.
  • Ensure all team members and direct employees are following company policies.


Basic Qualifications:
  • Active DoD TOP SECRET Clearance with SCI Eligibility
  • Bachelor's degree and 12+ years of prior relevant experience or master's with 10+ years of prior relevant experience, or equivalent work experience. Additional experience, education and training may be considered in lieu of degree
  • Self-Starter who is detail oriented, extremely organized, and with multitasking abilities
  • Strong attention to detail, as focus on task completion is critical
  • Excellent written, verbal, and interpersonal communication skills
  • Must be proficient with Microsoft Office applications
  • Assist in the planning and implementation of projects, ensuring adherence to timelines, budget, and scope
  • Organize and lead project meetings, ensuring all relevant parties are involved and informed
  • Assist in resolving project related issues or obstacles in a timely and effective manner
  • Demonstrated ability to manage multiple competing priorities and projects simultaneously while meeting deadlines and delivering quality results
  • Experienced listener with the ability to understand technical interactions and collaborate across multiple teams
  • Comfortable interacting with customers and stakeholders
  • Proficient in project management software
  • Ability to apply advanced principles and concepts in identifying areas of improvement, critical dependencies, and process changes that make significant improvements to project processes and results
  • Experience as a people leader
  • Experience coordinating with multiple technical and operational teams to achieve the necessary project or activity plans, and schedules while maintaining within budget guidelines
  • Experience in assigning tasks to contractor personnel that are in multiple time zones, supervising on-going technical efforts, and managing contract performance on projects identified by Leidos leadership


Preferred Qualifications:
  • PMP Certification
  • DISA Experience
  • Knowledge of quality assurance and quality control processes to ensure project deliverables meet the required standards
  • Experience briefing leadership and/or customers of key status of project progression
  • Experience in identifying project risks, implementing mitigation strategies, and managing contingencies effectively

  • Experience in delivering presentations, preparing executive-level reports, and engaging with both internal teams and external stakeholders

Pay Range:
Pay Range $116,350.00 - $210,325.00
