Position DescriptionPosition SummaryThe Sitework Project Manager is responsible for the overall planning, execution, financial performance, and safety of heavy civil sitework projects, including mass grading, utilities (storm, sanitary, water), erosion control, and site paving. This role manages the project from preconstruction through closeout, serving as the primary point of accountability for schedule, budget, quality, safety, and client relationships. The Sitework Project Manager works closely with Superintendents, estimators, subcontractors, and owner/engineer representatives to deliver projects safely, on schedule, and within budget.
Essential Duties and Responsibilities- Manage all phases of assigned heavy civil sitework projects, including mass excavation/grading, underground utilities, storm water management, curb and paving, and site restoration.
- Develop and maintain project schedules, coordinating sequencing of earthwork, utility installation, and paving activities with Superintendents and subcontractors.
- Own project financials, including budget development, cost tracking, change order management, monthly cost-to-complete forecasting, and margin protection.
- Review contract documents, plans, and specifications to identify scope, constructability issues, and potential risk prior to and during construction.
- Prepare and negotiate subcontracts, purchase orders, and change orders; manage subcontractor and supplier performance and payment.
- Lead project buyout, working with estimating to transition awarded projects into execution.
- Conduct or oversee quantity take-offs, material procurement, and long-lead item tracking for pipe, aggregate, and other sitework materials.
- Coordinate survey, layout, and grade control activities with field crews and third-party surveyors.
- Manage submittals, RFIs, and closeout documentation, including as-builts, in coordination with project engineers or assistant project managers.
- Partner with Safety to enforce jobsite safety programs, including excavation/trenching competent person duties, utility locates, and traffic control plans.
- Ensure compliance with applicable federal, state, and local regulations, including OSHA excavation standards (29 CFR 1926 Subpart P), NPDES/SWPPP requirements, and DOT-related site access requirements where applicable.
- Serve as primary client-facing contact for assigned projects, maintaining relationships with owners, engineers, and inspectors.
- Attend and lead progress meetings, prepare owner pay applications, and manage project reporting requirements.
- Support hiring, onboarding, and performance management of project staff in coordination with Superintendents and HR.
- Identify and escalate risks, disputes, or claims issues to leadership in a timely manner.
Supervisory ResponsibilityThis position may directly or indirectly supervise Superintendents, Assistant Project Managers, Project Engineers, and field crews assigned to sitework projects.
Position RequirementsMinimum Qualifications- Bachelor's degree in Civil Engineering, Construction Management, or related field, or equivalent combination of education and experience.
- 5+ years of project management experience in heavy civil, sitework, or utility construction; experience with mass grading and underground utility projects strongly preferred.
- Working knowledge of civil plan reading, earthwork quantities, and utility installation methods.
- Demonstrated experience managing project budgets, schedules, and subcontractor relationships.
- Familiarity with OSHA excavation and trenching safety requirements.
- Proficiency with scheduling software (e.g., Microsoft Project or Primavera) and standard project management/accounting platforms.
- Valid driver's license and ability to travel to project sites throughout the Southeast as required.
Preferred Qualifications- OSHA 30-Hour Construction certification.
- Experience working directly with SCDOT, municipal, or utility-owner specifications.
- Prior experience as a Superintendent or Project Engineer on heavy civil projects.
Physical Demands and Work EnvironmentThis position regularly works both in a standard office setting and on active construction sites, and must be able to walk uneven terrain, climb ladders or embankments, and work outdoors in varying weather conditions. Frequent travel between project sites and the Landmark office is required. Must be able to wear required personal protective equipment on active jobsites.
