Full Job Description
Torch is seeking a Project Manager with Acquisition Category 1 (ACAT 1) and System Program Office experience in a Special Access Program environment to provide resources with knowledge and experience in collaborating with contractors, subcontractors and stakeholders to address and resolve project challenges. The candidate is also responsible for the administrative/operational leadership of a project within the program goals set by the Program Manager and customer. Monitors project to ensure work scope and schedule are well defined and maintained.

As a Project Manager, your duties will include the following, but are not limited to:
  • Serve as a key liaison for technical, schedule, and funding interchanges between program leadership, diverse external stakeholders (e.g., contractors, vendors, government agencies), and internal cross-functional teams. Proactively manage these relationships to ensure alignment, transparency, and effective collaboration towards achieving program goals. This includes facilitating regular communication, resolving conflicts, and anticipating potential roadblocks through a deep understanding of stakeholder needs and perspectives.
  • Represent the System Program Office at interagency meetings and working-level forums, to include tracking actions, decisions, dependencies, and issues through resolution; maintain associated schedules, risk products, and status reporting. Ensure all communication is clear, concise, and tailored to the specific audience.
  • Coordinate with crucial external partners on programmatic matters beyond formal subgroup participation, including test scheduling, asset acquisition, interface test planning, and other emerging integration requirements.
  • Demonstrate the ability to effectively manage and prioritize multiple quick-turn tasks under pressure, ensuring timely completion and adherence to program requirements. Possess a strong understanding of security classification guidelines for classified IT systems, including the ability to accurately identify and apply appropriate security controls to protect sensitive information.
  • Thoroughly review and analyze documents to ensure they are complete, accurate, and aligned with program requirements. Work with external stakeholders and System Program Office teams to reach consensus on critical decisions and voting on changes to a controlled document.
  • Act as System Program Office focal point for technical, schedule and funding interchanges between stakeholders and leadership.
  • Responsible for navigating DoW regulations and acquisition program processes.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • Responsible for overseeing results of multi-functional project teams and report on them in both electronic and verbal forums.


Required Qualifications:
  • U.S. Citizenship
  • Must have Bachelor's degree in a related field or equivalent experience.
  • Must have at least 3-10 years in related Project Management experience.
  • Must be familiar with DoW Acquisition processes.
  • Must have an active Top Secret DoW security clearance (must have within 5 years).


Preferred Qualifications:
  • Project Management Professional or Systems Engineering certification; Old Level 2 (PM), Level 2 (Systems) or New Practioner (both)
  • 5 years or more experience successfully working with, or running, groups including multiple disciplines, such as working groups or interface management groups.
  • Program office experience is preferred.
