The Project Manager is responsible for the financial governance, forecasting, and portfolio financial management activities across a product family or portfolio of initiatives. The role acts as the primary liaison between Delivery Leads, Product Owners, Finance, Procurement, and Vendor Management to ensure accurate financial planning, reporting, accrual management, and invoice governance.

The PM provides oversight of portfolio financial health, ensuring forecasts, actuals, commitments, and funding are accurately reflected and aligned to strategic objectives. The role is accountable for maintaining financial controls, supporting regulatory and governance requirements, and providing financial transparency to leadership. This aligns with internal guidance that places responsibility for overall project financial management, forecasting, reconciliation, and financial reporting within the PMO function.

Breadth & Depth
  • Manages financial governance activities across a portfolio or product family consisting of multiple initiatives, projects, work packages, and vendor engagements.
  • Partners with Finance, Procurement, Vendor Management, and Delivery teams to ensure accurate financial controls and compliance.
  • Provides financial analysis and recommendations to Product, Technology, and Senior Leadership teams.
  • Ensures portfolio forecasts are maintained and reflect current funding requirements, approved business cases, and estimated costs at completion (EAC).
  • Supports month-end and year-end financial processes including accrual preparation, invoice tracking, financial variance analysis, and forecast updates.
  • May support multiple products, value streams, or portfolios simultaneously.
  • Operates with limited oversight and is recognized as the financial management subject matter expert for the supported portfolio.


KEY ACCOUNTABILITIES

Financial Planning & Forecasting
  • Own and maintain portfolio financial forecasts, funding plans, and estimated cost at completion (EAC).
  • Ensure financial forecasts accurately reflect resource demand, vendor commitments, contractual obligations, and planned delivery activities.
  • Perform monthly forecast reviews and variance analysis against approved funding and actual spend.
  • Identify financial risks and opportunities and provide recommendations to leadership teams.
  • Maintain financial planning data within approved financial management tools and systems.


Accrual & Month-End Management
  • Lead monthly accrual processes across the portfolio, ensuring costs are recognized in the appropriate accounting period.
  • Validate vendor commitments, work completed, and outstanding invoices to determine accrual requirements.
  • Coordinate month-end financial reviews with Delivery Leads, Finance, and vendors.
  • Monitor and manage accrual reversals, re-accruals, and financial adjustments as required.
  • Ensure compliance with Finance policies, controls, and reporting timelines.


Vendor Financial Management
  • Provide consultation and oversight for vendor invoicing, purchase orders, statements of work (SOWs), and contractual billing terms.
  • Track vendor spend against approved contracts and committed funding.
  • Validate invoices prior to processing and ensure alignment with contractual obligations and approved budgets.
  • Partner with Procurement and Accounts Payable to resolve invoice and payment issues.
  • Monitor vendor financial performance and identify cost optimization opportunities.


Financial Controls & Governance
  • Perform reconciliation between project financial systems, portfolio reports, and finance records.
  • Ensure financial data quality, completeness, and control compliance across the portfolio.
  • Establish and maintain financial operating procedures, controls, and governance reporting.
  • Support audits, governance reviews, and management reporting requirements.
  • Maintain evidence supporting financial decisions, approvals, and reporting. [


Reporting & Executive Insight
  • Produce monthly portfolio financial dashboards and executive reporting packs.
  • Provide analysis on:
    • Forecast vs Actuals
    • Budget Utilization
    • Vendor Spend
    • Accrual Position
    • Funding Consumption
    • Financial Risks and Variances
  • Present financial insights and recommendations to senior stakeholders.
  • Support annual planning, quarterly forecasting, and investment governance processes.
