[email protected] Description Job Duties and Responsibilities include but not limited to the following:
I. Project Planning and Strategy:
• Define Project Scope and Objectives: Clearly articulate the goals, deliverables, and boundaries of IT/OT projects within the TSMO context, aligning them with organizational strategies and transportation needs.
• Develop Project Plans: Create comprehensive project plans, including detailed work breakdown structures (WBS), timelines, resource allocation, budget forecasts, and risk management strategies.
• Stakeholder Identification and Engagement: Identify all relevant stakeholders (e.g., transportation agencies, IT departments, OT engineers, vendors, public users) and establish effective communication channels and engagement strategies.
• Technology Assessment and Selection: Evaluate and recommend appropriate IT and OT technologies, considering factors like integration capabilities, scalability, security, reliability, and cost-effectiveness for TSMO applications.
• Requirements Gathering: Elicit and document detailed functional and non-functional requirements for both IT and OT systems, ensuring they meet operational needs and regulatory compliance.
• Develop Business Cases and ROI Analysis: Justify project investments by developing business cases and analyzing the potential return on investment.
II. Project Execution and Management:
• Team Leadership and Management: Guide and motivate cross-functional project teams, including IT professionals, OT engineers, software developers, system integrators, and subject matter experts.
• Resource Management: Allocate and manage human resources, equipment, and materials to ensure project objectives are met within budget and schedule.
• Budget and Cost Control: Monitor project expenditures, manage budgets, and implement cost-control measures to ensure projects remain financially viable.
• Schedule Management: Develop and maintain project schedules, track progress, identify potential delays, and implement corrective actions.
• Risk Management: Identify, assess, and mitigate project risks, developing contingency plans to address potential issues.
• Quality Assurance and Control: Establish and enforce quality standards for all project deliverables, ensuring they meet performance, reliability, and security requirements.
• Vendor Management: Oversee the selection, contracting, and performance of third -party vendors and suppliers involved in IT/OT solutions.
• Change Management: Implement a structured change management process to assess, approve, and implement changes to project scope, schedule, or budget.
III. IT/OT Integration and Operations:
• Bridging IT and OT: Facilitate integration between IT systems (e.g., data management, analytics, communication platforms) and OT systems (e.g., traffic signals, sensors, control systems).
• Cybersecurity Integration: Ensure that cybersecurity principles and best practices are integrated into both IT and OT project designs and implementations, addressing the unique vulnerabilities of OT environments.
• Data Management and Analytics: Oversee the collection, storage, processing, and analysis of data generated by TSMO systems to support decision-making and operational improvements.
• System Performance Monitoring: Establish metrics and processes for monitoring the performance and reliability of integrated IT/OT systems.
• Operational Readiness: Ensure that systems are fully tested, documented, and ready for deployment and ongoing operation.
IV. Communication and Reporting:
• Regular Reporting: Provide project status reports, verbal and written, to senior management, stakeholders, and project teams.
• Facilitate Meetings: Organize and guide project meetings, discussions and action items.
• Conflict Resolution: Address and resolve conflicts among team members or stakeholders.
• Documentation Management: Maintain comprehensive project documentation, including plans, reports, meeting minutes, and technical specifications.
V. Domain Expertise and Continuous Improvement:
• Transportation Systems.
• Knowledge of IT/OT Technologies: Stay abreast of emerging IT and OT technologies relevant to TSMO, including IoT, AI/ML, cloud computing, cybersecurity, and communication protocols.
• Process Improvement: Continuously evaluate project processes and methodologies to identify areas for improvement and implement best practices.
• Lessons Learned: Conduct post-project reviews to capture lessons learned and apply them to future projects.
Mandatory Qualifications 1 84 months of experience in Program and Project Planning and Execution with changing project requirements. 2 84 months of experience managing projects that involve Information Technology (IT) and Operational Technology (OT) Integration and Operations preferrably in the transportation sector that includes cross-functional (business, technical, security and vendor) teams. 3 72 months of experience managing projects specific to transportation operations, traffic management, and intelligent transportation systems (ITS). 4 72 months of experience with Stakeholder Management and Communication by developing and maintaining a stakeholder engagement plan, conflict resolution, documentation management, and regular reporting both written and verbal. 5 60 months of experience with Performance Measurement and Reporting 6 60 months of experience with process improvement evaluation and identification including project processes and methodologies, and post-project reviews. 7 48 months of experience in IT infrastructure and OT systems including cybersecurity principles and best practices in each. 8 MUST hold these:
** Bachelor's Degree in Computer Science, Information Technology or a related field
** Project Management Professional (PMP)
