PROJECT MANAGER / ESTIMATOR - ENVIRONMENTAL MATTING & ACCESSSummary: As a Project Manager / Estimator - Environmental Matting & Access, you will own assigned opportunities from initial scope review, site investigation, takeoff, and pricing through proposal submission, project execution, and closeout. You will develop practical, competitive estimates and manage awarded work with responsibility for safety, environmental compliance, customer commitments, cost, schedule, mat utilization, subcontractors, billing, and financial performance. The salary range is $90,000.00 - $140,000.00.

Responsibilities: - Independently review requests for proposal, access plans, drawings, specifications, schedules, customer standards, permits, environmental requirements, site information, RFIs, addenda, and commercial terms.
- Perform site walks and detailed quantity takeoffs for temporary access roads, work and crane pads, entrances, bridges, culverts, timber and composite matting, clearing, grading, stone, erosion controls, and site restoration.
- Develop complete estimates for labor, equipment, owned and rented mats, trucking and logistics, materials, subcontractors, indirect costs, escalation, contingency, risk, and fee.
- Work with Operations, Field Leadership, Safety, Environmental, Fleet, Procurement, Scheduling, and Project Controls to establish execution plans, crew composition, production rates, equipment needs, sequencing, duration, and constructability assumptions.
- Solicit, scope, level, and evaluate quotations from mat suppliers, transportation providers, civil and environmental subcontractors, and other vendors; resolve gaps, overlaps, exclusions, and qualifications before final pricing.
- Evaluate mat availability, purchase-versus-rental options, rental duration and exposure, utilization, handling cycles, transfers, damage or loss risk, and demobilization requirements.
- Identify scope gaps, design uncertainty, environmental restrictions, schedule constraints, quantity risk, and commercial exposure; develop appropriate assumptions, clarifications, qualifications, allowances, and mitigation strategies.
- Prepare organized estimate packages and customer proposals, lead internal estimate reviews, participate in customer clarification meetings, and complete revisions through final submission.
- Convert awarded estimates into executable project budgets, cost codes, procurement plans, schedules, resource plans, and clear handoffs to field leadership and project controls.
- Manage awarded projects from mobilization through closeout, including safety and environmental expectations, contract deliverables, labor and equipment productivity, commitments, subcontractors, cost forecasts, WIP, billing, receivables, and overall financial performance.
- Serve as the primary customer contact and provide timely communication on progress, schedule, quantities, risks, changes, restoration, and required decisions.
- Validate installed quantities and supporting field documentation for unit-price billing; identify, price, submit, and track change orders and ensure costs are not incurred without appropriate documentation and notice.
- Maintain accurate controls for mat inventory, deliveries, rental start and stop dates, utilization, transfers, returns, damages, trucking tickets, and reconciliation between field records, vendor invoices, and customer billing.
- Coordinate closely with Overhead Transmission, Distribution, Drilling & Foundations, and Substation teams when matting and access are part of an integrated opportunity or project.
- Complete final restoration, punch-list, mat return, financial reconciliation, customer closeout, and lessons-learned reviews; incorporate actual cost and production feedback into future estimates.
Education, Skills, Experience Needed: - Bachelor's degree in Construction Management, Civil Engineering, Environmental Science, Business, or a related field preferred; an equivalent combination of education and relevant construction experience will be considered.
- Five or more years of progressive estimating, project management, field operations, or related experience in environmental matting and access, civil/site work, utility construction, or a comparable contractor environment.
- Demonstrated ability to personally develop and own detailed estimates and manage awarded work through execution and closeout.
- Working knowledge of temporary access construction, mat installation and removal, work pads, trucking and logistics, civil construction, erosion and sediment controls, restoration, and work within environmentally sensitive rights-of-way.
- Strong ability to interpret plans, specifications, access drawings, environmental requirements, customer standards, contracts, schedules, and bid documents and translate them into execution and pricing assumptions.
- Understanding of unit-price and lump-sum contracts, quantity validation, labor and equipment productivity, mat purchase and rental economics, subcontracting, procurement, project controls, change management, and construction risk.
- Strong financial and analytical skills, including budgeting, forecasting, WIP, cost reporting, billing, and change-order development.
- Proficiency with Microsoft Office and industry estimating and construction management software; experience with Excel, Bluebeam, HCSS HeavyBid, Primavera P6, and Microsoft Project is preferred.
- Excellent organization, judgment, written and verbal communication, negotiation, and customer-service skills, with the ability to manage multiple estimates and projects concurrently.
- Ability to travel for site visits, pre-bid meetings, project coordination, and field support as required.
