ESTIMATOR - OVERHEAD TRANSMISSIONSummary: As an Estimator - Overhead Transmission, you will independently develop and complete detailed estimates and proposals for overhead transmission projects. You will own assigned estimates from initial scope review and quantity takeoff through pricing, proposal submission, and project handoff. The role will also coordinate with Drilling & Foundations and Matting & Access to ensure complete, integrated pricing when those scopes are included in a transmission opportunity. This is a hybrid position with office location being in Rocky Hill, CT.
The salary range is $74,000.00 -$145,000.00. The posted salary range reflects compensation for different levels of responsibility and experience. Final compensation will be determined based on the candidate's qualifications and relevant experience.

Responsibilities: - Independently reviews requests for proposal, drawings, specifications, schedules, customer standards, site information, RFIs, addenda, and commercial requirements and personally develops complete overhead transmission estimates for labor, equipment, materials, subcontractors, indirect costs, escalation, contingency, risk, and fee
- Performs detailed quantity takeoffs and develops execution-based pricing for transmission line construction, including access, foundations, structure installation, conductor and OPGW operations, removals, cranes, project logistics, mobilization, restoration, and outage constraints
- Works with Operations, Project Management, Field Leadership, Safety, Fleet, Procurement, and Scheduling to establish crew composition, production rates, equipment plans, sequencing, project duration, and practical execution assumptions
- Solicits, scopes, levels, and evaluates supplier and subcontractor quotations and resolves gaps, overlaps, exclusions, and commercial qualifications before final pricing
- Coordinates with Drilling & Foundations and Matting & Access personnel to incorporate those scopes into integrated transmission proposals and provides estimating, constructability, productivity, schedule-interface, and risk guidance when required
- Identifies scope gaps, ambiguities, cost exposure, schedule constraints, and project risks and develops appropriate assumptions, clarifications, qualifications, allowances, and mitigation strategies
- Prepares accurate and organized estimate packages and customer proposals, participates in internal and customer estimate reviews, and completes revisions through final submission
- Provides a complete post-award handoff to the Project Management and Operations teams and supports baseline budget development, estimate reconciliation, unit pricing, and change-order estimates as needed
- Maintains historical cost data, production assumptions, vendor and subcontractor relationships, and feedback from actual project performance to improve the accuracy and competitiveness of future estimates
Education, Skills, Experience Needed: - Bachelor's degree in Civil Engineering, Electrical Engineering, Construction Management, Engineering, or a related field preferred; an equivalent combination of education and relevant utility construction experience will be considered
- 5+ years of transmission estimating, project management, field operations, engineering, or related experience within a utility contractor business.
- Demonstrated ability to personally develop and own detailed estimates from initial takeoff and cost development through internal review, proposal submission, and project handoff
- Working knowledge of overhead transmission construction methods, including access planning, foundations, structures, conductor and wire operations, outage coordination, restoration, and project logistics
- Familiarity with Drilling & Foundations and Matting & Access operations sufficient to coordinate pricing, review assumptions, identify scope interfaces and risks, and support integrated project estimates
- Strong ability to interpret plans, specifications, technical requirements, customer standards, construction schedules, contracts, and bid documents and translate them into detailed execution and pricing assumptions
- Understanding of union agreements, crew composition, equipment utilization, production rates, subcontracting, material procurement, cost escalation, project risk, and regional utility construction practices
- Proficiency with Microsoft Office and industry estimating and construction management software; experience with Bluebeam, HCSS, Primavera P6, and Microsoft Project is preferred
- Strong analytical, mathematical, problem-solving, written, and verbal communication skills, with excellent attention to detail and the ability to manage multiple concurrent estimates; ability to travel for site visits, pre-bid meetings, and project coordination as required
