Project Manager (Remote)

Citizenship / Investigation: U.S. citizenship required. Interim or Final Tier 1 (T1/NACI) required.

Position Description:
Network Runners is seeking a Project Manager (Remote) to support the DISA Telecommunications Service Support Team (TSST). The Project Manager (PM) is the operational integration lead for day-to-day TSST execution. The PM converts the PMO transition strategy into coordinated schedules, actions, customer engagements, order-production priorities, cutover plans, and deliverables. The position synchronizes the inventory, ordering, engineering, and data teams; maintains visibility of work-in-process; resolves cross-functional blockers; and ensures plans remain aligned with agency transition milestones and GSA/DITCO contracting actions.

Proximity to Scott Air Force Base, just east of Belleville, Illinois is preferred.

Duties & Responsibilities:
  • Develop, maintain, and integrate the Transition Master Schedule, TSMP content, agency transition plans, regional service plans, action trackers, and milestone status.
  • Coordinate daily workload among data/inventory analysts, transition order specialists, network engineers, QA personnel, and PMO stakeholders.
  • Track transition workflow from inventory research and customer requirements through order preparation, Government approval, provisioning, installation/cutover, verification, and disconnect.
  • Lead customer/vendor coordination meetings, document decisions and action items, and drive closure of schedule, data, technical, and provisioning issues.
  • Support customer outreach and education regarding EIS/CVS services, transition strategies, ordering requirements, and post-transition change processes.
  • Maintain the Transition Handbook, meeting records, presentation materials, and program documentation in coordination with the PM and technical leads.
  • Identify schedule conflicts and dependencies across agency plans and recommend adjustments to the Transition Director and PM.
  • Maintain risk/issue registers, escalation thresholds, mitigation actions, lessons learned, and status reporting for active transition workstreams.
  • Support workload forecasting and staffing adjustments using order volumes, inventory backlog, aging, cutover schedules, and customer priorities.
  • Ensure deliverables and project documentation meet quality, timeliness, Section 508, security, and Government format requirements.

Minimum Qualifications / Requirements:
  • Bachelor's degree in business, project management, information technology, telecommunications, engineering, or a related field; education/experience must satisfy the mapped NRI GSA MAS labor category.
  • 7+ years of project management/operations experience on federal, DoD, telecommunications, network, or enterprise IT programs.
  • Demonstrated experience building and managing integrated schedules, work plans, risks/issues, action trackers, and multi-stakeholder deliverables.
  • Experience coordinating technical teams, customers, vendors, and Government stakeholders through complex service implementation or transition activities.
  • Strong analytical, facilitation, written communication, and customer-service skills.
  • Ability to meet DISA Tier 1/CAC/NIPR access requirements by contract start.

Preferred Qualifications:
  • PMP, CAPM, or equivalent project-management credential.
  • Prior DISA/DITCO, GSA EIS, telecom provisioning, service-ordering, or network-transition experience.
  • Experience with transition master schedules, PWS/requirements development, Fair Opportunity support, risk management, and service cutover coordination.
  • Working knowledge of ITIL, Agile/Kanban workflow management, or Lean process improvement.
