Network Engineer (Remote)

Citizenship / Investigation: U.S. citizenship required. Interim or Final Tier 1 (T1/NACI) required.

Position Description:
Network Runners is seeking a Network Engineer (Remote) to support the DISA Telecommunications Service Support Team (TSST).The Network Engineer is the senior technical authority for TSST telecommunications transition engineering. This position ensures technical feasibility of customer transitions, supports development of network requirements and acquisition/provisioning documents, evaluates proposed configurations and service alternatives, and provides expert advice to the PMO and DoD agencies on modern telecommunications capabilities. The Network Engineer also leads technical problem resolution during provisioning and cutover and provides senior-level guidance to the broader engineering/order team.

Proximity to Scott Air Force Base, just east of Belleville, Illinois is preferred.

Duties & Responsibilities:
  • Provide senior technical engineering support for transition of legacy services to GSA EIS, DITCO voice services, CVS/CVS II, and future replacement contract vehicles.
  • Analyze customer network inventories, configurations, service features, equipment, managed services, utilization, and technical requirements to determine feasible transition solutions.
  • Develop or review network-related PWSs, technical requirements, bid models, technical evaluation plans, IGCE inputs, QASP inputs, TSR/TR technical content, and other acquisition/provisioning artifacts.
  • Evaluate proposed provisioning/configuration solutions and recommend technically sound alternatives that preserve or improve functionality while considering customer budgets.
  • Support customers across transport/access, MPLS, Ethernet, optical, IP VPN, VoIP, Layer 2 VPN, IP video, managed network, conferencing, hosting, call center, voice, satellite, land mobile radio, and wireless service categories.
  • Participate in customer/vendor technical meetings and cutover planning; resolve technical blockers affecting installation, activation, migration, and disconnect milestones.
  • Provide technical QA of transition orders and customer requirements to ensure technical data are complete, correct, concise, and consistent with target contract services.
  • Support DISA Storefront/Marketplace module development, testing, feedback, and order-entry use when directed.
  • Mentor senior technicians/order specialists and standardize technical decision aids, checklists, and reusable engineering artifacts.
  • Contribute technical content to the Cyber Threat Security Plan, transition plans, risk assessments, lessons learned, and continuous process improvements.

Minimum Qualifications / Requirements:
  • Bachelor's degree in network engineering, electrical/computer engineering, information technology, telecommunications, or a related discipline; education/experience must satisfy the mapped NRI GSA MAS labor category.
  • 8+ years of progressively responsible network/telecommunications engineering experience, including design, transition, implementation, provisioning, or operations of enterprise communications services.
  • Demonstrated knowledge of carrier/enterprise transport, IP networking, VPN, MPLS/Ethernet, optical services, voice/VoIP, managed network services, and associated provisioning concepts.
  • Experience translating customer mission needs into technical requirements, PWS language, solution alternatives, and implementation/cutover plans.
  • Strong ability to explain complex technical issues to Government program managers, contracting personnel, customers, and service providers.
  • Ability to meet DISA Tier 1/CAC/NIPR access requirements by contract start.

Preferred Qualifications:
  • CCNP, CCNA, Network+, ITIL, or comparable network/service-management certification appropriate to the mapped labor category.
  • Hands-on familiarity with GSA EIS, NETWORX, WITS 3, DISA/DITCO telecommunications ordering, DISA Storefront, TSR/TR processes, or EIS Fair Opportunity packages.
  • Experience supporting federal network modernization, service migration, carrier provisioning, and enterprise cutovers.
  • Experience preparing technical evaluation criteria, IGCE inputs, QASP surveillance measures, or acquisition documentation.
