Responsibilities

  • Prepare and present Monthly Performance Reports with key metrics to stakeholders, maintaining high standards of quality control in project documentation.
  • Manage order compliance tasks, ensuring adherence to various regulatory and operational protocols.

Full Job Description
Crowned Grace International (CGINTL) seeks a Project Manager who is accountable for all work under the Agile Development Services II and embodies our core values. This role is central to our mission and includes managing the contractor team, contract deliverables, and leading Business Governance Support.

DUTIES AND RESPONSIBILITIES
  • Serve as the single point of contact for the CO and COR. Remain available by telephone [redacted] EST, Monday-Friday, and respond within four hours to requests to discuss or resolve technical problems.
  • Direct and supervise the CGINTL team: assign work, review quality, conduct performance evaluations, and make hiring, promotion, and discipline recommendations that are given Maintain continuity of support, email the COR before planned absences, and ensure replacements meet or exceed the position's qualifications.
  • Lead contractor participation in Agile Sprint ceremonies (Sprint Planning, Backlog Reviews, Sprint Reviews, Retrospectives). Accept mutually agreed stories, point totals, and product increments, and report completed, rolled, added, and blocked points.
  • Lead Business Governance Support: establish governance structures, oversee current- and future-state swim-lane process mapping, assess strategic landscapes and organizational effectiveness, and develop and recommend courses of action.
  • Execute start-up: submit the Onboarding Plan, attend the Post Award Conference within 15 business days of award, and deliver the draft and final Project Plan (backlog, product increments, schedule, contractor roles, Sprint quality approach).
  • Prepare and submit the Monthly Performance Report with Sprint velocity data, and represent CGINTL at progress meetings with the CO and COR
  • Operate quality control so work is on time, accurate, and requires no more than two rewrites. Complete major revisions within five business days and minor revisions within one business day. Enforce document management, naming conventions, and version control.
  • Administer order compliance: travel requests and trip reports; the privileged-access list within 30 days of award; training evidence; DHS non-disclosure agreements; visit authorization requests; and telework policy and schedules.

Qualifications
  • 10 Years of Project Management experience
  • Master's degree
  • Project Management Professional (PMP) certification from the Project Management Institute
  • Able to read, write, speak, and understand English.


  • A senior-level employee with demonstrated experience managing a multi-disciplinary federal support team in an Agile/Scrum environment.


  • Demonstrated experience establishing governance structures and leading current- and future-state process mapping for a federal organization.


  • Eligible for a Tier 2 Public Trust determination and CAC issuance

Preferred Qualifications
  • Agile credential (PMI-ACP, Certified ScrumMaster, or SAFe).


  • Lean Six Sigma Black Belt.


  • Experience supporting USCG, DHS, or DoD C5I or enterprise IT business operations, including ITSM or DESMF.
