Job Title: Project Manager - Consultant (Cybersecurity Initiatives) (8405)
Location: Cayce, SC 29033 100% Remote (Must be a current South Carolina resident)
Duration: 12 Months (Possible Extension)
Work Hours: Monday - Friday, Full Time (40 hours/week)
Interview Type: Microsoft Teams (1-2 Rounds)

Position Overview:
The Project Manager - Consultant will support the Public Health's efforts to enhance its cybersecurity posture. This position will focus on planning, managing, and executing information security and IT modernization projects in alignment with the NIST Cybersecurity Framework (CSF) and other federal/state standards such as FISMA and NIST 800-53.
The ideal candidate will bring a strong background in project management, information security, and IT operations, with the ability to manage multiple initiatives, coordinate cross-functional teams, and ensure compliance with security regulations and best practices.
Key Duties and Responsibilities:
  • Prepare essential project documentation including needs analyses, business cases, and feasibility studies.
  • Manage and direct all phases of the project lifecycle - initiation, planning, execution, control, and closeout - for small to mid-sized IT and cybersecurity projects.
  • Coordinate and manage projects using standard project management methodologies.
  • Develop detailed work plans, manage scope, budget, and schedule, and oversee execution of communication plans.
  • Prepare regular project status reports for leadership and key stakeholders.
  • Coordinate and manage change requests, risk assessments, and mitigation activities.
  • Ensure project compliance with applicable laws, policies, and cybersecurity standards (e.g., NIST CSF, FISMA).
  • Collaborate with IT and business stakeholders to ensure project deliverables align with strategic objectives.
  • Support development of cybersecurity-related policies, procedures, and documentation.
  • Perform additional duties as assigned to support agency initiatives.
Required Skills:
  • 5 years of Project Management experience, preferably in IT or security environments.
  • 5 years of Cybersecurity knowledge, including familiarity with NIST CSF, FISMA, and NIST 800-53.
  • 5 years of experience working within an IT environment supporting technical initiatives.
  • Strong understanding of project management methodologies (e.g., PMBOK, Agile, Waterfall).
  • Proficiency with tools such as Microsoft DevOps, SharePoint, Excel, Planner, and MS Project.
  • Excellent communication and stakeholder management skills.
  • Strong analytical, organizational, and problem-solving abilities.
Preferred Skills:
  • 3+ years of experience working with South Carolina state agencies in a Project Manager role for information security initiatives.
  • Experience with CDC, HIPAA, and CJIS security and compliance requirements.
  • PMP Certification (preferred or in progress).
Education Requirement:
Bachelor's degree in a relevant field (e.g., Information Systems, Cybersecurity, Computer Science, or related discipline)
OR equivalent combination of education and 10 years of related experience.
