Job Description

The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.

MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All MOCS employees are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. Project Managers also collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.

The Project Manager will assist the MOCS Executive Team. Candidates for this position are expected to be highly organized, entrepreneurial, innovative, and possess strong communication and relationship management skills.

DIVISION ASSIGNMENT AND CURRENT RESPONSIBILITIES

Under the direction of the MOCS Executive Team, the Project Manager will need to understand multiple business domains and quickly gain a broad understanding of all aspects of MOCS' operations to ensure effective prioritization and delegation of tasks. They will also need to be able to communicate effectively and build relationships across MOCS units to support their work. Please see the below listed responsibilities:

-Partner with the Director's Executive Assistant to strategically manage the MOCS Executive Team's calendars
-Track upcoming external engagements with City Hall, nonprofit sector leaders, construction sector leaders, and other key stakeholders and ensure that assigned MOCS staff deliver briefing materials on time
-Draft briefing memos and background documents to prepare MOCS Executive Team for meetings
-Track follow-up actions across the organization and ensure key deliverables are delivered on time
-Prepare agendas and minutes for Executive Team meetings
-Plan office-wide staff engagement opportunities, including the annual field day, staff appreciate party, and potluck
-Support MOCS Executive Team with organizational and administrative tasks to ensure smooth agency operations
-Identify and triage issues that are escalated to the MOCS Executive Team for appropriate handling
-Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, organizational skills, technology, government operations, and people management.
-Special projects, as assigned.

PREFERRED SKILLS
Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility:

-Experience managing high-volume calendars and deliverables
-Ability to succinctly and effectively communicate verbally and in writing
-Proven record establishing relationships quickly and effectively

-Flexibility in response to a fast-moving and evolving workload and shifting City and Agency needs

Qualifications

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
