Schedule Description

DUTIES

Reporting to the Director, Curriculum Development and Delivery, Open Learning, the Open Learning Project Management Officer (OLPMO) is accountable for planning, executing, and finalizing projects according to strict deadlines and within budget. The OLPMO will define the project's objectives and oversee quality control throughout its life cycle. This role also leads cross-functional activities and engages multiple stakeholders while mitigating risk, resulting in the achievement of project deliverables and milestones.

MAJOR DUTIES & RESPONSIBILITIES
  1. Works with key stakeholders to create and manage initiatives and project plans including clearly defining and communicating project scope, deliverables, schedule and timelines and liaise with key stakeholders on an ongoing basis.
  2. Gathers data from inside the institution and across the field of higher education to inform and support projects.
  3. Conducts risk assessment of factors facing initiatives and projects and creates contingency plans and positioning.
  4. Implements project operating procedures including communication, documentation, quality and change control processes while monitoring and analyzing planned versus actual project information for scope, schedule, budgets and resources.
  5. Provides an analysis of project statuses and their issues, including a centralized view of departmental projects to the Director, Curriculum Development and Delivery and key stakeholders for issue resolution.
  6. Effectively communicate and manage project expectations to team members and stakeholders in a timely and clear fashion.
  7. Delegate tasks and responsibilities to appropriate personnel.
  8. Define project success criteria and disseminate them to involved parties throughout project life cycle.
  9. Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  10. Use best practices and tools for project execution and management.
  11. Estimate the resources and participants needed to achieve project goals.
  12. Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
  13. Negotiate with other department managers for the acquisition of required resources, including personnel, to achieve the completion of the project.
  14. Identify and manage project dependencies and critical path.
  15. Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  16. Build, develop, and maintain relationships vital to the success of the project.

QUALIFICATIONS

EDUCATION:
  • Bachelor's Degree in a discipline related to higher education, communication, or project management
  • Professional certificate in a discipline related to communications or project management


EXPERIENCE:
  • Seven years of experience in the online, higher education environment, including:
    • Two years of management or supervisory experience in higher education work related to online course development
  • Experience at working both independently and in a team-oriented, collaborative environment is essential


SKILLS, KNOWLEDGE OR ABILITIES RELATED TO THE JOB
  • Ability to adapt to shifting priorities, demands and timelines through analytical and problem-solving capabilities and to execute tasks to meet variable deadlines
  • Strong analytical skills including the ability to quickly identify potential issues and risk and craft innovative solutions
  • Ability to make project adjustments and alterations promptly and efficiently
  • Excellent communication skills including the ability to translate broad concepts into functional scope and specifications
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments
  • Strong working knowledge of Microsoft Office Suite
  • Strong written and oral communication skills
  • Strong interpersonal skills
  • Customer service skills an asset

The salary for the above position is determined by the Collective Agreement with the Canadian Union of Public Employees, Local 4879, as it presently exists.

Pay Band

$36.62 - $40.69 ( CUPE Grade 10 (90% - 100%) )

Salary rate

Please Note: This position may be subject to a 90% salary for the first 560 hours of employment.
