Project Advisor, Business Management Office

Reporting to the Manager, the Project Advisor takes a lead role in all projects assigned to the Business Management Office which supports various clinical programs across PHSA. The Project Advisor is responsible for project management, budget control, dispute resolution and oversight of projects from project planning and approval through to construction, procurement and completion. The Project Advisor liaises with internal partners, external consultants and vendors to represent PHSA's interests as appropriate. The Project Advisor oversees all aspects of the current projects within their portfolio, ensuring the deliverables are completed on time and on budget, as identified in the project plans. The Project Advisor will lead and coordinate project activities including financial responsibility for the projects and management of resources as deemed necessary to meet the schedule and budget for the project deliverables. The Project Advisor will identify and track metrics as they relate to the project deliverables. The role will establish the project team and provide leadership, guidance and support to designated project staff, contractors and stakeholders. The Project Advisor supervises staff including making determinations on recruitment and selection, performance management, discipline, training, coaching and leading teams.

What you'll do
  • Develop functional requirements in conjunction with Process Improvement Consultants, planning and design including developing project scope and design concepts to ensure capital projects are consistent with user needs and expectations. Ensure that project implementation plans align with project goals and processes. Projects may include construction related to renovation and installation, IMITS infrastructure for integration requirements for net new projects, and net new equipment fleet.
  • Participate in project-driven RFPs. Responsible for stakeholder engagement and participation. Apply business and procurement expertise to guide committee members throughout each step of the RFP process.
  • Manage the implementation of approved smaller or specialized projects from design to completion. Provide support by conveying policies and priorities, directing work and ensuring issues are resolved or escalated to appropriate level to meet project deliverables and timelines.
  • Manage project related space planning to ensure space plans comply with facility standards and scope requirements for external consultants, tendering and various capital planning processes as required.
  • Coordinate and prepare planning and construction schedules, budgets and project data in conjunction with the Manager and prepares, develop and coordinate facilities planning principles, standards and policy through the application of evidence based design and LEAN Principles for assigned projects or initiatives.
  • Carry out project plan according to project methodologies to ensure successful and coordinated completion of project components by facilitating consensus with stakeholders. Track project progress according to project work plan and metrics. Identify and reconcile discrepancies, report on barriers, variances and make recommendations to the Manager. Prepare regular progress reports for projects programs and forward reports to the Director and others as required.
  • Monitor project development according to approved project charter and reports on variances. Make recommendations to the Manager to ensure scope of work does not expand without appropriate approval and adjustments to the budget and schedule.
  • Maintain ongoing support for initiatives from project sponsors and user groups by keeping stakeholders aware of project status through effective communication channels.
  • Monitor project and capital expenditures, report on variances and make recommendations to the Manager to ensure adherence to allocated budgets.
  • Complete capital equipment requests by seeking vendor and Supply Chain engagement, coordinating net new equipment trials / demonstration, and seek on-site engagement and validation.
  • Liaison for BC Children's and Women's Hospitals and the corresponding Hospital Foundation. Work collaboratively with key members of each Hospital Foundation to create equipment and technology initiatives, as well as develop formal proposals for donation opportunities.
  • Provide supervisory guidance and direction to staff. Maintain accountability for all personnel within their portfolio including the hiring of project staff and following performance management processes.

  • A level of education, training and experience equivalent to a Bachelor's degree in a relevant discipline supplemented with five (5) to seven (7) years' recent related experience in facilities/capital project planning, design and management working with complex, multi-disciplinary facility projects and progressive experience in a management/leadership role in healthcare planning.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Business Management Office contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge
  • Broad knowledge of the planning and construction processes associated with facilities development. Comprehensive knowledge of health care projects and relevant government procedures, standards and requirements. Advanced project management skills including effectiveness in planning and coordinating major projects from conceptual design through construction completion. Ability to facilitate, persuade and negotiate to reach consensus, resolve conflict and achieve desired outcomes. Ability to respond to changing priorities or unforeseen opportunities. Ability to provide leadership, guidance and direction to stakeholders including staff and contractors. Job Type: Regular, Full-Time

Salary Range: $76,111 - $109,409/year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
