Project Management Office Director

The Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking a Project Management Office (PMO) Director to join the team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. You will serve as the Project Management Office (PMO) Director for the Division of Enterprise Applications, providing strategic leadership and governance for the agency's enterprise technology portfolio. Direct the planning, prioritization, execution, and oversight of enterprise programs and projects while ensuring alignment with organizational priorities, technology modernization initiatives, business objectives and resources. Leads the Program Management Office by establishing governance standards, delivery methodologies, portfolio reporting, and performance measures that promote consistent project execution, informed executive decision-making, and successful delivery of enterprise technology solutions.

This position is onsite in Columbia, SC.
Responsibilities of the Project Management Office Director:
  • Enterprise Portfolio Governance & Delivery: Direct the Division's enterprise project portfolio to ensure initiatives align with strategic priorities, business objectives, and available resources. Establish and maintain portfolio governance by monitoring project performance, managing organizational risk, resolving delivery issues, and supporting informed executive decision-making. Oversee project execution, resource prioritization, and portfolio reporting to promote accountability, transparency, and successful project outcomes. Partner with executive leadership, business stakeholders, and financial teams to remove barriers, resolve cross-functional issues, and advance enterprise technology initiatives.
  • Strategic Planning and Organizational Alignment: Partner with executive leadership, business stakeholders, and technical teams to identify strategic priorities, evaluate initiatives, and develop enterprise technology roadmaps. Lead portfolio planning and investment prioritization to align projects, programs, and resources with organizational goals and technology modernization efforts. Provide strategic recommendations, performance metrics, and portfolio insights to support executive decision-making and continuous organizational improvement. Promote collaboration across the organization to ensure enterprise initiatives are effectively planned, coordinated, and successfully executed.
  • Project Delivery and Organizational Performance: Direct enterprise project delivery by monitoring progress, resolving complex issues, managing risks, and ensuring projects are completed within scope, schedule, and organizational priorities. Promote consistent project management practices, accountability, and performance standards across the enterprise portfolio. Coordinate with business stakeholders, technical teams, vendors, and external organizations to resolve cross-functional issues and support successful project outcomes. Evaluate project performance and implement process improvements that enhance delivery effectiveness and organizational efficiency.
  • PMO Governance & Continuous Improvement: Establish, implement, and maintain PMO governance standards, policies, methodologies, templates, and performance measures to support consistent project execution. Lead continuous improvement initiatives that strengthen project management capabilities, organizational maturity, and portfolio performance. Promote the adoption of project management best practices, governance processes, and standardization reporting across the Division of Enterprise Applications. Evaluate emerging trends, methodologies, and technologies and support enterprise technology modernization.
  • Executive Engagement & Organizational Support: Advise executive leadership on portfolio performance, organizational risks, project priorities, and strategic technology initiatives to support informed decision-making. Develop and deliver executive-level portfolio reports, presentations, dashboards, and performance metrics for leadership, governance boards, and key stakeholders. Represent the Project Management Office in executive meetings, cross-functional initiatives, and enterprise planning activities while fostering strong partnerships across the organization.
  • Leadership: Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Perform other related duties and special projects as assigned in support of the Division's mission and strategic objectives.

Minimum and Additional Requirements

  • A bachelor's degree in business administration, public administration, information technology, engineering, or a related field. Relevant experience may substitute for the required education on a year-for-year basis.
  • Minimum of five (5) years of progressively responsible experience leading enterprise technology projects, programs, or portfolios, including responsibility for strategic planning, governance, organizational change, stakeholder engagement, and project delivery. Demonstrated experience leading cross-functional teams, managing complex technology initiatives, and applying project management methodologies within a large, integrated organization.
  • Project Management Professional (PMP) certification.

Additional Requirements:
  • Demonstrated leadership, communication, facilitation, negotiation, analytical, and decision-making skills.
  • Knowledge of project, program, portfolio, risk, and organizational change management principles.
  • Ability to establish governance, prioritize competing initiatives, allocate resources, and manage enterprise technology portfolios.
  • Ability to build collaborative relationships with executive leadership, stakeholders, technical teams, vendors, and external partners.
  • Proficiency with Microsoft Project, Azure DevOps, Confluence, or comparable portfolio management tools.

Preferred Qualifications

  • Experience leading a Project Management Office (PMO), enterprise portfolio governance, ERP implementations, SAP environments, Agile delivery, organizational change management, and public sector technology initiatives.
  • Experiencing supporting SAP environments, enterprise financial systems, or statewide ERP implementations.
  • Agile, Scrum, Lean, or portfolio management certifications.
