What You Will Do

This position will be filled at either the Project Leader 1 or Project Leader 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Project Leader 1 $80,400 - $127, 900

The Project Leader for Institutional Facilities (IF) Division is functionally a Project Manager that leads reinvestment and modernization projects on behalf of IF. IF support 9000+ tenants in 900+ structures, and 280+ occupied facilities (organized into 11 campuses) which serve common-use facilities, such as data centers, tactical training centers, indoor/outdoor firing ranges, fire departments, parking structures, vehicle access portals, offices, and warehouses. These include both DOE-owned and Triad-leased facilities. IF has a strong teamwork culture, great people and is known for getting quality work done. The selected candidate will be responsible for developing, coordinating, and ensuring execution of a project portfolio in close coordination with the assigned Integrated Project Team (IPT) which consists of system engineers, operations staff as well as other SMEs across LANL. This position will work to ensure the IF projects are effectively executed to support DOE's national security, science, energy, and environmental management mission. We are seeking highly motivated and enthusiastic early-career candidates with strong project management, problem-solving, communication, and team-building skills. The selected candidate's responsibilities will include:

• Works to assure safety and security compliance, and makes safety and security an integral part of every task.
• Supports the development of the scope of work and requirements for a diverse set of projects within the IF portfolio.
• Provides leadership or support in overseeing, being a primary spokesperson, creating a team environment, and driving execution for all work performed by a large and diverse set of IPT members from project initiation through final closeout of a project.
• Supports the tracking and reporting of project deliverable milestones, budgets, and schedules.
• Under direction identify potential project risks, develop risk mitigation strategies and corrective actions, and recommends risk acceptance/avoidance for all aspects of the project(s).
• Works with experienced IPT professionals to obtain resources using either internal or external sources, identify procurement and contracting needs, and integrate resources to complete project deliverables within the scope, schedules, and budgets defined.
• Support outward facing communications on IF project status and risk to management or DOE stakeholders.
• Coordinate and communicate project status in the form of presentations, verbal updates and written reports.
• Identify emerging technology and practices in project management.
• Assist with or oversee asset management activities, including tracking, maintaining, and optimizing physical and digital assets as needed.
• Support or contribute to project portfolio planning efforts, including prioritization, resource alignment, and strategic evaluation of projects and initiatives.

Project Leader 2 $96,600 - $158,000

In addition to what was outlined at the lower level, at this level the Project Leader will perform all the described tasks but at a leadership level under limited direction taking full responsibility for the projects assigned. The Project Leader 2 will also be asked to identify or be assigned initiatives that improve project management work for IF.

What You Need

Minimum Job Requirements:

Knowledge and Expertise: Knowledge of all aspects of project portfolio management, technical, and operational projects, including forecasting, preparing, managing, and maintaining budgets for projects and programs. Ability to learn the Utilities and Transportation portfolios.
Organizational Skills: Ability to work effectively and calmly under pressure of deadlines, changing priorities, taking initiative and assuming responsibility to organize, prioritize and follow multiple tasks to completion.
Collaboration: Ability to nurture effective internal and external relationships.
Relationship Management: Ability to work independently and as a contributing member of a team, and ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts. Excellent oral, written, and interpersonal communication skills.

Technology: Proficient using Microsoft Office Suite.

Additional Job Requirements for higher level title:

In addition to the responsibilities outlined for Project Leader 1, the Project Leader 2 will perform these duties at a higher level of leadership and independence, working under limited direction and assuming full responsibility for assigned projects.

The Project Leader 2 will:

• Independently lead projects from initiation through closeout, with accountability for scope, schedule, budget, quality, safety, security, and risk.
• Lead complex, multi-disciplinary projects and serve as the primary project spokesperson with IF leadership, IPT members, contractors, and DOE stakeholders.
• Develop and execute project strategies, plans, schedules, resource requirements, and risk mitigation plans.
• Make independent decisions, resolve complex project issues, and proactively escalate significant risks and issues to management.
• Lead project performance reporting, including cost, schedule, milestones, risks, and forecasts.
• Lead resource, procurement, and contracting strategies necessary to successfully execute assigned projects.
• Identify and implement improvements to IF project management processes, tools, and practices.
• Lead or support portfolio planning, prioritization, resource alignment, and strategic evaluation of projects.
• Mentor Project Leader 1 personnel and share project management practices and lessons learned.
• Lead assigned initiatives that improve IF project management capabilities, project execution, and organizational effectiveness.

Training/Certifications: PMP or Project Management Certificate preferred

Education/Experience at lower level: Position requires a bachelor's degree in a related field from an accredited institution and 2 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Knowledge of regulatory requirements and best practices related to laboratory design, construction, and operations.
• Experience coordinating with external agencies, regulatory bodies, government organizations, or partner laboratories.
• Ability to quickly learn and navigate complex organizational structures, processes, and stakeholder relationships.
• Familiarity with utility systems, facility operations, and operational requirements in laboratory, research, industrial, or similarly complex environments.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
