Full Job Description
We are seeking an experienced Project Engineering Manager to lead engineering activities for a Heavy Water (D₂O) Production and Processing Facility supporting CANDU nuclear power generation. The role provides technical and managerial leadership across all engineering disciplines to ensure safe, reliable, and compliant plant design consistent with Canadian Nuclear Safety Commission (CNSC) and regulatory requirements. The Project Engineering Manager will join the Engineering Management practice within the Technical Professional Organization (TPO) of Engineering Services Canada. The Project Engineering Manager will play a lead role in the delivery of Engineering Services on large and complex projects (generally Class 3, 4 & 5 projects) while also supporting the growth of the Engineering Management practice. Reporting to the Director of Operations of the Engineering Management practice, the Project Engineering Manager will contribute to the development of the team's strategy and overseeing/ensuring the successful execution of the engineering design of large, multi-disciplinary projects from inception to completion. In addition, you will collaborate closely with cross-functional teams, including Project Delivery, Technical TPO, external stakeholders to deliver high-quality engineering solutions that meet and exceed client expectations. The ideal candidate will possess strong leadership skills, exceptional technical expertise, multi-disciplinary engineering experience, and a proven track record of managing engineering of large-scale projects. Your role Engineering Planning and Execution: - Collaborate with Win Work and Market Lead to define proposal timelines, deliverables and efforts, ensuring alignment with client requirements and overall business objectives. - Collaborate with Project Delivery team to define project goals, timelines, and deliverables, ensuring alignment with client requirements and overall business objectives during the planning and execution phases. - Oversee the engineering project lifecycle, including design, development, testing, and implementation, while managing technical risk and resources effectively. - Oversee the Project Design Execution Plan and the inter-disciplinary technical coordination. - Ensure effort estimates, schedule, deliverables and obligations associated with the scope of work are fully understood, identified, adhered to and monitored. - Prepare and submit project monthly reporting to the Engineering Management Director responsible for a Market. Technical Expertise and Quality Assurance: - Provide overall engineering leadership for heavy water plant design team and coordinate multidisciplinary engineering teams including civil/structural, architectural, geotechnical, environmental, process, mechanical, piping, electrical, instrumentation & control (I&C) and communication. - Provide technical guidance and expertise to the engineering team, ensuring the use of industry best practices and standards and promoting continuous improvement initiatives to enhance engineering processes, methodologies, and tools, driving efficiency and productivity. - Conduct regular reviews and quality assessments of engineering deliverables, ensuring compliance with project requirements, specifications, and quality standards in addition to promoting a Value Engineering culture throughout the project life cycle. - Ensure all engineering activities comply with Canadian Nuclear Safety Commission (CNSC) requirements and applicable CSA nuclear standards Stakeholder Collaboration: - Collaborate closely with internal and external stakeholders, including clients, architects, vendors, contractors, and regulatory authorities, to ensure project success. - Engage in effective communication, providing regular engineering updates, addressing concerns, and managing expectations to foster strong client relationships. - Actively participate in meetings, presentations, and technical discussions, representing the engineering team and providing expert insights and recommendations. About you - Bachelor's or master's degree in engineering or a related field with 10+ years of experience in a relevant field. Minimum 5 years of experience in engineering management, overseeing complex engineering projects and leading multidisciplinary teams. - Ability to obtain relevant professional designation (P.Eng.) in multiple jurisdictions across Canada. - Proven experience delivering multi-discipline engineering for Balance of Plant (BOP) systems including utilities, buildings, water treatment, HVAC, electrical distribution, control systems, and site infrastructure in nuclear, industrial, or renewable energy facilities. - Understanding of large-scale chemical separation processes; thermal-hydraulic systems, process safety & hazard management, instrumentation & control for complex processes, and environmental & effluent management. - Experience in the integration of process systems into the infrastructure design is an asset. - Experience working in highly regulated or technically complex environments, such as nuclear power, hydrogen production, or critical industrial processes, where safety, traceability, and compliance are paramount. - Direct experience with Heavy Water Plants or equivalent process facilities is an asset. - Strong technical expertise and exceptional problem-solving and decision-making abilities, with a keen eye for detail and a commitment to delivering high-quality results in a relevant engineering discipline, with a deep understanding of engineering principles, methodologies, and best practices. - Effective communication skills, both verbal and written, with the ability to present complex technical information to diverse audiences (both French and English are an asset). - Bilingual: English French (*) (*) If you are in the province of Quebec, knowledge of both French and English is required. Since this role involves interacting with stakeholders and organizations across Canada and internationally, knowledge of English is required. If you are outside the province of Quebec, knowledge of English is required, and French is an asset. *Expected compensation for this role is between Pay Range $ 125 000 à 171 900 annually. Base salaries are determined according to several parameters like skills, experience, and potential impact on the role.
