Full Job Description
Pennoni is seeking a motivated and experienced Project Civil Engineer to join our Winchester VA office on a full-time basis.

This position offers the opportunity to contribute to a diverse portfolio of municipal and development projects while working within a collaborative, multi-disciplinary professional environment.

Primary Responsibilities:
  • Prepare and oversee the development of construction drawings, technical specifications, and construction contract documents.
  • Provide comprehensive civil engineering design services, including site layout, grading, drainage, stormwater management, and utility infrastructure design.
  • Support a wide range of project types, including linear utility extension, local public improvements, industrial, commercial, residential, and mixed-use developments (single-family and multi-family).
  • Design and coordinate paving, drainage, grading, water, wastewater, and related site improvements.
  • Collaborate effectively within a team-based environment, including mentoring and supporting junior engineering staff.
  • Coordinate and manage communication among internal teams and external stakeholders, including clients, contractors, architects, and regulatory agencies.
  • Participate in project marketing, planning, scoping, and proposal development activities.
  • Manage assigned projects from concept through construction, including scope definition, scheduling, budgeting, and financial performance.
  • Ensure compliance with applicable local, state, and federal regulations, codes, and permitting requirements.
  • Perform additional related duties as assigned.


Basic Requirements:
  • Bachelor's degree in Civil Engineering or a closely related discipline.
  • Minimum of six (6) years of progressive professional experience in civil engineering, preferably within land development.
  • Professional Engineer (PE) license in the Commonwealth of Virginia, or the ability to obtain Virginia licensure within six (6) months of hire.


Preferred Qualifications:
  • Demonstrated experience with industrial, commercial, retail, and residential land development projects.
  • Experience with supporting municipalities on a variety of planning and design services.
  • Prior project management and/or team leadership experience.
  • Proven ability to manage project budgets and maintain project profitability.
  • Proficiency with engineering design software, including AutoCAD Civil 3D and HydroCAD.
  • Proficiency with Microsoft Office 365 (Word, Excel, PowerPoint, Outlook), MS Project, and Adobe Acrobat.
  • Strong organizational skills with the ability to manage multiple projects and priorities independently.
  • Excellent written and verbal communication skills.

Target Compensation Range $97,000-$115,000
