About the Position The Madison Metropolitan Sewerage District is currently recruiting for a Project Engineer Level I or II (Dependent on candidates' qualifications)
Project Engineer IUnder close supervision of the Engineering Manager, the
Project Engineer I supports the implementation of engineering projects and the overall long-term reliability of District infrastructure. This position helps support sustainable solutions for a variety of infrastructure projects including the planning, design, and construction. Projects are wide-ranging and requires problem-solving and working together to find solutions. The Project Engineer I works closely with stakeholders including staff in operations, maintenance, planning and engineering to analyze needs and plan solutions. This position will conduct planning, design, bidding, construction inspection, asset commissioning and overall project management activities associated with capital improvement projects, including projects at the treatment plant, at District pump stations, and elsewhere within the collection system. This position will work with external stakeholders as needed to address impacts of District projects on customer communities.
The person in this role is expected to remain up to date and current on new developments in the field of wastewater and contribute that knowledge during planned infrastructure projects as well as during day-to-day operations. Project Engineer IIUnder general supervision of the Engineering Manager, the

Duties Project Engineer 135% - Support Capital Improvement Project Management & Design
- Prepare and/or review planning and design reports
- Prepare and/or review contract drawings and technical specifications
- Learn to lead capital improvement projects from inception to completion, ensuring timelines, budgets, and quality standards are met.
- Conduct project advertising and bidding, including pre-bid meetings, review of bids, and recommendations of contract award
- Manage the financial aspects associated with District projects, including tracking project costs from consultants and contractors.
- Administer professional service contracts with consultants, including developing Requests for Proposals, assistance with selection of consultants and coordination of the work performed by consultants.
- Work with other Departments at the District (Operations & Maintenance, Planning, and Communications) to move projects forward
- Assist in land issues, including obtaining easements from private and public landowners
25% - Construction Administration & Field Engineering
- Work with regulatory agencies and municipalities to obtain necessary project permits and ensure compliance with permits and codes.
- Perform all construction administration activities associated with capital improvement projects, including but not limited to, conducting job progress meetings, scheduling, submittal review, review of contractor pay requests, and negotiating change orders.
- Inspect and document inspection of construction projects to ensure compliance with contract documents
- Commission new assets
- Maintain project files and ensure that required documentation is collected and filed (certified payrolls, necessary documents for Clean Water Fund loans, etc.)
- Use project management software (Project Team) to administer and document construction projects
20% - Engineering Analysis, Planning, & Asset Evaluation
- Become deeply familiar with the operations of the treatment plant and regional collection system. Troubleshoot collection system and treatment plant problems and provide engineered solutions as needed.
- Evaluate the condition, capacity, and reliability of existing District assets and assess the need for capital improvement projects
- Develop business cases for projects including detailed cost estimates, engineering calculations, alternatives analysis, and economic estimates.
10% - Stakeholder Engagement & Communications
- Lead and participate in critical project meetings, including engineering design team collaborations and public informational meetings
- Coordinate outreach to project stakeholders, including landowners, businesses/residents, regulatory agencies, the general public, and internal stakeholders.
- Prepare and deliver professional presentations regarding project status, engineering findings, and business cases to District staff, the Commission, and external agencies.
- Prepare materials for commission meetings, and present as needed to the Commission when required for approval.
5% - Professional Development & Continuous Improvement
- Develop expertise in emerging technologies and industry trends related to wastewater collection and treatment planning and design.
- Complete training to maintain licenses and credentials and seek growth opportunities to advance knowledge and skills.

- Perform other duties as assigned by department leadership or Executive Director.

- Assist with organizational strategic plans and goals as necessary.

Requirements Project Engineer IRequired:
- Bachelor's Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a closely related field.
- Registered as an Engineer-In-Training in the State of Wisconsin within 6 months of hiring and the ability to become a registered Professional Engineer in the State of Wisconsin when all pre-requisites have been met and eligible to do so.
Preferred:
- Experience with wastewater infrastructure and treatment.
Project Engineer IIRequired:
- Bachelor's Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a closely related field.
- Possess a Professional Engineer license in the State of Wisconsin.
- 5+ years of progressive engineering experience.
Preferred:
- Experience managing public works infrastructure, wastewater collection, or treatment plant capital projects.

Physical Demands & Work Environment Work is performed in a combination of environments ranging from a standard office environment to project construction sites, tunnels, pumping stations, etc. This will require walking on uneven ground, bending, climbing stairs and ladders, etc. The position requires one to be able to sit or stand for extended periods of time with the ability to operate a computer keyboard or other office equipment. The position requires the ability to read and write words and numbers. It also requires the ability to communicate in person, publicly, or over the phone. The noise level varies from quiet to loud. Work may require performance of tasks outdoors under varying climactic conditions.
This position is potentially eligible for some remote work, consistent with District policy. Construction inspection requires in-person work.
