Full Job Description
We are seeking an experienced Project Director as Key Personnel for a bid opportunity to lead delivery of a FEMA effort. The Project Director will have overall responsibility for contractor performance and will serve as the primary point of contact for the FEMA Contracting Officer and Contracting Officer's Representative (COR).

The role requires a senior technology delivery leader with experience managing complex Federal IT, cloud, data engineering, and Agile programs involving multidisciplinary technical teams and multiple Government stakeholders.

This position isCONTINGENT UPON CONTRACT AWARD. Candidates selected for consideration must be willing to authorize the submission of their resume and qualifications in support of our proposal response.

Key Responsibilities
  • Provide overall management, coordination, supervision, and delivery oversight for all contract activities.
  • Serve as the primary contractor point of contact for the FEMA CO and COR.
  • Lead delivery across data engineering, data migration, source-system integration, data architecture, external data sharing, AI/ML data enablement, sustainment, and platform scalability activities.
  • Manage program performance using Scaled Agile Framework (SAFe) practices, including Program Increment planning, iterations/sprints, backlog refinement, reviews, and retrospectives.
  • Coordinate staffing, priorities, dependencies, risks, technical issues, and delivery schedules.
  • Maintain program risk and issue management processes and escalate technical debt, delivery risks, and dependencies.
  • Provide Monthly Status Reports covering completed and planned work, iteration performance, backlog status, risks/issues, dependencies, and staffing.
  • Lead recurring program reviews and Government coordination meetings.
  • Ensure contract deliverables, documentation, and knowledge-transfer requirements are completed on schedule.
  • Coordinate technical teams and Government stakeholders to resolve issues affecting FEMA's operations or delivery.
  • Maintain continuity of contractor operations and staffing throughout the period of performance.

Required Qualifications
  • Demonstrated experience managing large, complex Federal IT or data/cloud modernization programs.
  • Experience leading multidisciplinary teams that include data engineers, architects, integration engineers, DevSecOps/cloud engineers, and Agile delivery personnel.
  • Demonstrated experience managing Agile technology delivery programs.
  • Strong understanding of cloud-based data platforms, data engineering, systems integration, and enterprise IT operations.
  • Experience managing program risks, schedules, staffing, dependencies, performance metrics, and Government reporting.
  • Demonstrated experience interacting directly with Federal CORs, Contracting Officers, technical leads, and senior Government stakeholders.
  • Excellent written and verbal communication skills.
  • Ability to read, write, speak, and understand English.
  • Ability to support FEMA stakeholders during Eastern Time business hours.

Preferred Qualifications
  • Prior DHS or FEMA program experience.
  • Experience managing Databricks, Lakehouse, enterprise data platform, or large-scale data modernization programs.
  • SAFe, PMP, PMI-ACP, CSM, or similar program/Agile certification.
  • Experience managing Firm-Fixed-Price Federal technology contracts.
  • Experience with Federal cloud security, FISMA, FedRAMP, NIST, and DHS security requirements.
  • Experience transitioning enterprise technology programs from development into sustainment.

Clearance Requirements
  • U.S. Citizenship.
  • Must be able to obtain and maintain the Government-required suitability/fitness determination and IT access authorization.
