The Stormwater Planning Division is a nationally recognized team committed to improving sustainability and resiliency by equitably reducing flood risk and improving stormwater management and the water quality of approximately 400 square miles of local watersheds and the Chesapeake Bay.
Under the general direction of the Branch Chief, the successful candidate:
- Leads and is a member of a collaborative team of dedicated high performing staff that are responsible for the implementation of major stormwater capital improvement projects in the County.
- Supervises and manages all personnel within the section.
- Possesses strong knowledge of local, state, and federal codes and regulations related to stormwater, land disturbance, floodplain management, and dam safety.
- Creates a team environment and provide leadership, guidance, oversight, training, mentoring and direction to assigned engineers, project managers, landscape architects, technicians and other technical specialists.
- Develops and manages project scopes of work, budgets and schedules.
- Negotiates, manages and ensures the work of professional engineering and consulting services firms comply with contract and schedule requirements and serves as the project manager for complex and/or sensitive stormwater capital improvement projects.
The ideal candidate will have:
- Extensive experience in building and leading teams.
- A strong background with hydrologic and hydraulic principles.
- Proven program/project management experience.
- Strong oral and written communication skills using various communication methods.
- The ability to establish collaborative relationships with staff, external agencies, residents, environmental groups, government leaders, and other stakeholders.
NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.
Works in the DPWES Stormwater Planning Watershed Implementation Branch located at 12000 Government Center Parkway, Fairfax, Virginia.
Employment Standards MINIMUM QUALIFICATIONS:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a Bachelor's degree in Urban/Regional Planning, Architecture, Landscape Architecture, Engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment, engineering or architecture, or management of large and complex construction or maintenance projects.
CERTIFICATES AND LICENSES REQUIRED:- A valid driver's license.
- DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:- One or more years of experience overseeing the professional work of engineers, project managers, landscape architects and technicians.
- Three years of experience successfully managing stormwater or wastewater capital improvement projects from concept, through design and construction utilizing professional service engineering contracts.
- Three years of experience reviewing and analyzing construction plans and specifications.
- Three years of experience successfully managing and implementing stormwater or wastewater projects including stream restoration design using natural channel design methodologies, and stormwater facilities through applicable federal, state and local codes and regulations.
- Three years of strong oral and written communication skills experience, including the ability to communicate effectively.
- Three years of experience demonstrating the ability to establish collaborative relationships with staff, outside agencies, residents, environmental groups and government leaders, and the ability to lead and build teams through collaboration and development and implementation of effective and efficient processes.
PHYSICAL REQUIREMENTS:Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Ability to visit and walk dam sites and stormwater facility sites to perform field investigation regarding projects related to Stormwater Improvement. Duties are generally sedentary, performed in a normal office environment; however, the job may require walking, standing, bending, reaching, carry/lift up to 15 lbs. Must possess the ability to communicate verbally with others, and visual acuity is required for working on a computer monitor. This entails the capability to operate keyboard-driven equipment, input and extract complex data from a computer system, as well as review and read written documents, forms, instructions, and spreadsheets. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and safety vest. All duties performed with or without reasonable accommodations.
