Brief Job Description:

This position is open to U.S. Citizens and permanent residents.

This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

The Project Coordination Manager provides strategic and operational leadership for a team delivering highly advanced consultative services, technical assistance, and portfolio-level project coordination in support of HHS IT projects and programs. The position administers daily operations for the Project Coordination function; establishes goals and objectives; and develops, implements, and continuously improves policies, processes, and procedures that strengthen governance, oversight readiness, and the efficient delivery of IT services. The Project Coordination Manager directs and supervises the development, quality assurance, and executive-ready packaging of required internal and external oversight deliverables-including project approval and state/federal financial participation documentation-and ensures timely coordination and resolution of questions and issues raised during review cycles.

This position leads and oversees consistent portfolio health and performance reporting, including clear executive-level narratives and the continuous improvement of data quality, reporting standards, and portfolio analytics used for decision-making. The Project Coordination Manager manages the division's relationship, communications, and compliance coordination with the State's Quality Assurance Team (QAT) in alignment with the DIR project delivery framework, including required monitoring and quarterly reporting and the coordination of external oversight communications. The role performs complex business analysis and applies in-depth knowledge of technology and state legislative requirements to support established goals, while also managing staff through assigning and balancing resources, coaching and development, performance documentation, and process improvement implementation; and ensuring the team delivers effective training, job aids, and tool-enabled solutions that improve stakeholder understanding and strengthen governance.

Essential Job Functions (EJFs):

People Leadership, Workforce Management, and Unit Operations (25%)

Manages daily operations of the Project Coordination function within the IT Project Performance & Reporting team by setting goals and expectations; assigning and balancing work across staff (including Senior Project Coordinators); coaching and developing employees; monitoring quality and timeliness of work products; documenting performance; addressing performance issues; and leading hiring, onboarding, and knowledge transfer to ensure appropriate coverage and continuity for oversight cycles and portfolio demands.

Governance, Quality Assurance, and Deliverable Oversight (25%)

Directs and supervises the end-to-end development, review, and quality assurance of required internal and external oversight deliverables (including project approval and state/federal financial participation documentation) by establishing standards, templates, and review checkpoints; ensuring completeness, clarity, and defensibility; coordinating internal approvals and routing; and ensuring organized records that support audit readiness, traceability, and repeatable execution across the portfolio.

Relationship Management, Compliance Coordination, and External Communications (20%)

Manages the division's relationship with the State's Quality Assurance Team (QAT) by coordinating required monitoring and quarterly reporting activities aligned to the DIR project delivery framework; leading timely, accurate, and complete responses to questions and issues raised during review cycles; facilitating resolution across internal stakeholders; and ensuring external oversight communications are coordinated, consistent, and appropriately escalated to protect the agency and maintain compliance.

Portfolio Health Reporting, Performance Controls, and Data Quality Improvement (20%)

Leads consistent portfolio health and performance reporting by setting reporting standards and narratives for executive audiences; overseeing portfolio analytics and data quality practices; monitoring trends and risk/issue signals; ensuring timely status reporting and action planning; and driving escalation and follow-through through appropriate governance channels to strengthen predictability, transparency, and decision-making across HHS IT projects and programs.

Strategic Planning, Policy/Process Improvement, and Training Enablement (10%)

Develops, implements, and continuously improves policies, processes, and procedures that strengthen governance and oversight readiness; leads training, job aids, and stakeholder communications that improve understanding of oversight requirements and quality standards; performs complex business analysis to recommend process/tool-enabled improvements; and represents leadership (including performing delegated leadership tasks and representing the director in meetings as needed).

Knowledge, Skills and Abilities (KSAs):
  • Knowledge ofproject/portfolio management practices for large, complex IT initiatives.
  • Knowledge of project governance, quality assurance controls, and documentation standards.
  • Knowledge of state/federal laws, rules, policies, and procedures impacting public-sector IT oversight.
  • Knowledge of the DIR project delivery framework, legislative procedures, and oversight statutes.
  • Knowledge of performance reporting concepts and executive-level communication for decision support.
  • Knowledge of IT trends and common PMO and portfolio reporting/workflow tools.

Registrations, Licensure Requirements or Certifications:

Project Management Professional (PMP) certification is preferred.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in business administration, information technology, healthcare administration, public administration, communications, or a related field is required.

4 years of experience performing project management related duties for large, complex technology organization is required.

4 years of experience developing, reviewing, and presenting project-related deliverables, reports, analyses, or executive-level communications is required.

Experience managing the performance of a team and leading people is preferred.

Experience with IT project management in a state agency, public-sector, healthcare, or large enterprise IT environment is preferred.

Experience with the State of Texas Quality Assurance Team (QAT) project reporting requirements and the DIR Project Delivery Framework is preferred.
