The Project Controls Specialist is dedicated to the Power Delivery Division and supports project managers and division leadership with project financial controls, forecasting, reporting, billing coordination, and portfolio-level visibility. The role serves as a key link between project execution and Finance, helping ensure accurate project information, timely identification of financial risks, and consistent project-control practices as E2 transitions from Deltek Vision to Deltek Vantagepoint and the broader Guardian infrastructure.

• Project financial management: Establish and maintain project financial baselines, budgets, labor-hour plans, and cost structures by project, task, phase, labor category, subcontractor, and other direct costs, as appropriate.
• Cost and performance monitoring: Track actual labor hours and costs against budget; monitor burn rates, remaining budgets, and project financial performance; identify unfavorable trends and emerging financial risks.
• Forecasting: Develop and maintain Estimate to Complete (ETC) and Estimate at Completion (EAC) forecasts in coordination with project managers. Maintain rolling project revenue and cost forecasts and explain significant changes from prior forecasts.
• Portfolio reporting: Consolidate project-level information into Power Delivery portfolio reporting, including contract and task-order value, budget, actual cost, remaining budget, revenue, projected margin, backlog, funded backlog, billing status, unbilled/WIP, accounts receivable, subcontractor commitments, and pending changes. Billing and revenue support: Coordinate with project managers and Finance to support accurate and timely invoicing, monitor billing status and unbilled balances, assist with resolving project-level billing issues, and provide project information needed for revenue recognition and month-end processes.
• Change and commitment tracking: Track contract amendments, task orders, change orders, additional services, subcontractor commitments, and pending scope or funding changes. Help identify work that may be approaching or exceeding authorized scope or budget.
• Project financial reviews: Conduct recurring financial reviews with Power Delivery project managers, prepare information for monthly project and division operating reviews, identify projects requiring management attention, and track resulting action items.
• Resource and workload forecasting: Support leadership with workload and resource planning using active backlog, project schedules, anticipated awards, and project demand forecasts.
• Process improvement and standardization: Develop and maintain consistent Power Delivery project-controls procedures, reporting practices, project coding, work breakdown structures, forecasting methods, and financial review processes in coordination with Finance and operational leadership.
• Deltek Vantagepoint support: Navigate and utilize Deltek Vantagepoint for project setup, budgeting, planning, labor and expense tracking, project financial reporting, billing visibility, and forecasting. Support Power Delivery project managers in adopting consistent project financial-management practices within the new system.
• Guardian integration: Support alignment of Power Delivery project-controls practices with E2 and Guardian systems, processes, reporting requirements, and financial controls as the organization continues its integration.

• Bachelor's degree in Finance, Accounting, Business Administration, Construction Management, Engineering, Project Management, or a related field.
• 5+ years of experience in project controls, project accounting, financial analysis, project management support, or a related project-based financial role.
• Experience supporting engineering, construction, utilities, infrastructure, EPC, or professional-services projects.
• Strong understanding of project budgeting, cost tracking, forecasting, financial reporting, and project performance analysis.
• Experience developing and maintaining ETC and EAC forecasts.
• Advanced proficiency using Microsoft Excel and Microsoft Office applications.
• Experience working with ERP, project accounting, project management, or financial reporting systems.
• Strong analytical, organizational, problem-solving, written, and verbal communication skills.
• Ability to work directly with project managers and translate project execution information into accurate financial forecasts and actionable reporting.

Preferred Qualifications and Experience

• Experience with Deltek Vantagepoint, particularly project setup, budgeting, planning, cost tracking, forecasting, billing, and project financial reporting.
• Experience supporting a transition from Deltek Vision to Deltek Vantagepoint or implementing Deltek Vantagepoint in a project-based organization.
• Experience within the electric utility or Power Delivery industry, including substation, transmission, distribution, protection and controls, or related utility infrastructure programs.
• Previous engineering consulting or professional-services experience.
• Familiarity with time-and-materials, fixed-price, unit-rate, and task-order contracting structures.
• Experience developing project dashboards using Excel, Power BI, Deltek reporting tools, or similar business-intelligence platforms.
• Familiarity with earned value concepts and project performance metrics.
• Experience supporting organizational integration or implementation of standardized project-control processes.
• Project Management Professional (PMP), AACE, or other relevant project-controls certification preferred but not required.

Pay Range

$110,000 - $140,000 California/Hybrid (4 – 7 years)

$100,000 - $130,000 Remote/national (4 – 7 years)
