Full Job Description

STV is seeking a highly accomplished Project Controls Manager to join our growing Project Controls Department in our New York City office. This is a senior leadership position responsible for directing project controls strategy, governance, and execution across some of the nation's largest and most complex transportation, transit, aviation, infrastructure, and capital improvement programs.

The ideal candidate will bring 20–25 years of progressive project controls experience, including executive-level responsibility for cost management, scheduling, risk management, forecasting, change management, and program performance oversight. This individual will serve as a trusted advisor to executive leadership, clients, and project teams while helping drive strategic growth within STV's Project Controls practice.

What You Will Do

Strategic Project Controls Leadership

  • Provide executive oversight for project controls functions across major programs and portfolios.

  • Establish project controls governance, standards, methodologies, and best practices.

  • Lead integrated cost, schedule, risk, change management, forecasting, and performance management initiatives.

  • Develop project controls execution strategies for large-scale infrastructure programs exceeding hundreds of millions or billions of dollars.

  • Serve as a senior advisor to executive leadership regarding project performance, financial forecasting, and program delivery risks.

Cost Management & Financial Oversight

  • Direct development of program-wide budgets, forecasts, cash flow models, and financial performance reporting.

  • Evaluate project financial health and develop strategic recommendations to improve performance.

  • Oversee estimate-at-completion (EAC) forecasting, contingency management, and cost trend analysis.

  • Lead executive-level reviews of project controls metrics and financial performance.

Schedule Management & Program Controls

  • Provide oversight of complex CPM schedules utilizing Primavera P6 and enterprise project controls systems.

  • Monitor program milestones, critical paths, schedule risks, and delivery performance.

  • Lead schedule recovery planning and delay mitigation strategies.

  • Oversee implementation of Earned Value Management (EVM) and performance measurement systems across major programs.

Risk & Change Management

  • Direct enterprise-level risk identification, quantitative risk analysis, and mitigation planning initiatives.

  • Lead change management processes involving major program scope, cost, and schedule impacts.

  • Provide expert support for claims avoidance, dispute resolution, and forensic schedule analyses.

  • Guide project teams through complex commercial and contractual challenges.

Executive Client Leadership

  • Serve as the primary project controls representative to executive client organizations, agency leadership, and program stakeholders.

  • Lead executive briefings, board presentations, and program performance reviews.

  • Develop long-term client relationships and identify opportunities for expanded project controls services.

  • Represent STV as a recognized project controls thought leader within the industry.

Practice Development & Team Leadership

  • Mentor and develop project controls managers, schedulers, cost engineers, and program controls professionals.

  • Support talent acquisition, workforce planning, succession planning, and professional development initiatives.

  • Drive innovation through implementation of advanced analytics, digital project delivery tools, dashboards, and reporting systems.

  • Support business development, proposal development, strategic pursuits, and major program captures.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business, Finance, Architecture, or a related discipline.

  • 20–25 years of progressive project controls experience supporting major transportation, infrastructure, aviation, transit, water, energy, or capital improvement programs.

  • Demonstrated success leading project controls functions on programs valued at $500M+ to multi-billion-dollar levels.

  • Extensive experience managing:

    • Cost Engineering

    • CPM Scheduling

    • Forecasting & Cash Flow Analysis

    • Risk Management

    • Change Management

    • Claims Analysis

    • Earned Value Management (EVM)

    • Program Performance Reporting

  • Advanced proficiency with Primavera P6, Microsoft Excel, Power BI, and enterprise project controls systems.

  • Strong commercial acumen with experience supporting complex contracting and program delivery environments.

  • Exceptional leadership, communication, presentation, and client relationship skills.

  • Proven ability to lead multidisciplinary teams across large, geographically dispersed programs.

Preferred Qualifications

  • Master's degree in Engineering, Construction Management, Project Management, Business Administration (MBA), or a related field.

  • Professional certifications such as:

    • AACE Certified Cost Professional (CCP)

    • Planning & Scheduling Professional (PSP)

    • PMI Project Management Professional (PMP)

    • Risk Management Professional (PMI-RMP)

  • Experience supporting major public agencies such as MTA, Port Authority of New York & New Jersey, NJ Transit, Amtrak, DOTs, Aviation Authorities, or similar organizations.

  • Experience leading PMO, Program Controls, or Enterprise Project Controls functions.

  • Expertise in project controls digital transformation initiatives, data analytics, and business intelligence platforms.

Compensation Range:

$187,747.98 - $214,569.12
