Project Overview:

The Cheniere Sabine Pass Liquefaction (SPL) Project is a Liquefied Natural Gas (LNG) export facility located along the Sabine River estuary on the southeastern coast of Cameron Parish, Louisiana. Bulk early work for Stage 1 began at the 1,000+ acre facility in August 2012 and by December 2022, Bechtel had successfully and safely turned over the final phase of Stage 4 to Cheniere. The SPL campus now consists of six operating Trains with an LNG production capacity of approximately 27 million tons per year (MTPA), 3 Jetty superstructures that can accommodate the world's largest vessels, and dozens of associated buildings and utilities.
Sabine Pass Liquefaction Stage 5 Expansion Project (SPL5) is the newest phase at the SPL facility. It will consist of one liquefaction process train with a production capacity of approximately 5 MTPA; one boil-off gas reliquefaction unit; tie-ins to existing storage tanks, ship-loading facilities, and flare systems; and associated utility support infrastructure. SPL5 will perform this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.

The Infrastructure GBU scope consists of installing 9000+ precast concrete driven piles, construction of a new concrete retaining wall, ground improvement works (inc. soil stabilization and wick drains), extension of the existing earthworks platform, construction of a new network of roads, and modifications to the stormwater drainage system.

The candidate will act as the Infrastructure Project Controls Lead on the SPL5 Project. The candidate may start in the home office in Houston, TX to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project site at Sabine Pass, LA.

Job Summary:

The Project Controls Lead will be responsible for the development, control, analysis, forecasting and reporting of the cost and schedule for the Infrastructure GBU scope of works on the project. #LI-ML1

Major Responsibilities:

  • Leads the project controls team and the project control activities for the Infrastructure GBU scope of works.
  • Defines project needs for cost and schedule control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
  • Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis.
  • Leads the development, control, analysis, forecast and reporting of all schedule activities.
  • Monitors, identifies impacts, and develops schedule recovery plans as required.
  • Leads the development, control, analysis, forecast and reporting of all cost activities.
  • Leads the preparation of cost trend estimates in support of cost trend programs.
  • Leads the preparation and presentation of schedule / cost forecasts and reports.
  • Responsible for the development, execution, and management of all facets of a Project Controls Plan.
  • Leads the development and maintains performance reports and metrics
  • Reviews project work activities to ensure support of project milestones.
  • Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
  • Participates in discussions with contractors.
  • Prepares and presents cost engineering and scheduling information to management/client.


Education and Experience Requirements:

  • A recognized degree from an accredited college or university in Engineering, Construction Management, Business Management, or related field with 8-12 years Project Controls, Commercial Operations, and/or Prime Contracts experience or a minimum of 15 years work experience in lieu of a degree.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, cost control, and cost analysis, particularly in the field of heavy civil works (piling, earthworks, concrete).


Required Knowledge and Skills:

  • Skilled in oral and written communication.
  • Demonstrated experience in Primavara 6.
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Proficiency in using Project Controls operating systems, including several basic software applications.
  • Knowledge of financial report systems and controller account codes, and understanding of Controller instructions, which impact Project Controls.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
  • Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience
