Responsibilities

  • Review costs and contract performance for the Capital Program and report variances and risks using LAWA's PMIS.
  • Develop programmatic policies and reports to ensure cost controls across the program.
  • Conduct independent analysis of project cost and contract performance throughout the project life cycle.
  • Assist in the development and management of LAWA’s Program Services Budget.
  • Collaborate with the Program Risk Manager to calculate and report project risks.
  • Develop tools for cost recording and compliance with standards.
  • Train cost engineering staff across the Capital Program.

Full Job Description
Overview

The Project Controls III will be responsible for project reporting, controls activities that include planning / scheduling, cost engineering, cost estimating, cost analysis/control activities, change management. Directs cost estimating, analysis, and control activities. Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.

Responsibilities

  • Using LAWA's PMIS and other sources, reviews costs and contract performance of the Capital Program and report variances and risks.
  • Develops programmatic policies, procedures, and reports to ensure proper cost controls across the Capital Program.
  • Performs independent analysis of project cost and contract performance throughout the project life cycle, including but not limited to, budgeting, invoice processing, progress reporting, resource management, and closeout.
  • Assists in the development of and administers LAWA's Program Services Budget.
  • Collaborates with the Program Risk Manager to properly calculate and report project and programmatic risks.
  • Works to develop tools and coordinates cost recording, monitoring, and reporting practices and compliance with applicable standards, accuracy, and consistency.
  • Assists and trains cost engineering stadd across the Capital Program.
  • Collaborates with Finance and the Estimating team on the Asset Register and project Capitalization.
  • Collaborates with Controls staff on Expenditure Forecasting.
  • Support controls efforts to respond to internal and external audits.

Qualifications

  • Bachelor's degree in engineering, project management, business or other related field. Master's degree preferred.
  • 15 years or more of experience, preferably on airport projects.
  • Previous proejct controls experience on a large-scale, multi-million dollar construction project required. Experience on a large-scale aviation project is required.
  • Experience evaluating and reporting on at least two types of Alternative Delivery methods is required.
  • Demonstrated proficiency with Microsoft Office suite of software products, e.g. Excel, Word, etc.
  • Experience with industry PMIS systems such as PMweb, etc.
  • Experience with Adobe Acrobat is required.
  • Experience with Primavera Project Planner Version 6.0 or higher is desirable.

Compensation: $150,000-$175,000 per year (depending on qualifications)
