ABOUT THE ROLE

We are seeking a Project Controls & EVMS Manager to join our team supporting N3B! This position is full-time and will be based out of Los Alamos, New Mexico. This position oversees baseline development, maintenance, and execution. Oversees project controls staff and Environmental Remediation projects, including planning and scheduling, cost estimating and control, earned value management (EVMS), Waste Management and baseline configuration management. This role provides technical guidance, analysis, and reporting to ensure projects are executed in compliance with DOE and contractual requirements.

Responsibilities
  • Supervises schedule development, maintenance and monitoring, cost engineering analysis and control activities.
  • Reviews monthly EVMS reports.
  • Responds to data calls from the N3B Business Services Program Manager and the Director of Planning and Integration.
  • Integrates change management and risk management with the N3B Director of Planning and Integration.
  • Manages Funds Management analysis and reporting according to the limitation of funds clause in FAR 5 2.23 2-22.
  • Prepares and reviews the preparation and presentation of cost engineering and planning activities.
  • Supports project organization and administrative activities.
  • Identifies cost trends for management attention.
  • Identifies, analyzes, and provides innovative solutions to cost engineering and schedule guidance to projects.
  • Advises management of the status of work in progress.
  • Coordinates interdepartmental activity for baseline change proposals.

Requirements
  • Education & Years of Experience - Bachelor's Degree in and 7+ years and a minimum of 3+ years of management responsibility; additional, relevant experience may be considered in lieu of a degree.
  • Citizenship - To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.
  • Clearance - To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
  • Thorough knowledge and skill in utilizing Primavera P6 in a DOE operational/project environment.
  • Thorough knowledge of principles, concepts, and techniques in project cost accounting and project financial controls.
  • Advanced skills in Acumen Fuse testing and Administration.
  • Advanced skills in Microsoft Office Excel to include formulas and pivot tables.
  • Advanced kills in P6, Cobra and in EVMS reporting.
  • Advanced skills in the development and maintenance of integrated resource loaded schedules.
  • Advanced skills in training/mentoring CAMs and Project Controls on scheduling concepts and P6 system utilization.
  • Advanced skills in using Earned Value Management systems within the DOE complex in accordance with DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets and EIA-748, Earned Value Management Systems.
  • Ability to effectively convey thoughts clearly and concisely, both verbally and in writing, to diverse audiences.
  • Demonstrated ability to lead certain aspects of a task or project.
  • Demonstrated ability to meet the level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
  • Expert knowledge and experience performing complex professional tasks independently and to analyze and develop innovative solutions to problems.
  • Ability to recommend approaches for new or improved processes.
  • Ability to work with broad objectives, with latitude to determine the best way to accomplish tasks.

Desired Skills
  • PMP certification.
  • Experience working within the Department of Energy community or other government setting.
  • Advanced skills with Deltek Cobra (or a comparable EVMS Cost Processing System), General Ledger systems as they interface to EVMS reporting (ex. CostPoint, and/or Cognos).Insert desired skills here.

About the Site

N3B manages the Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy Environmental Management's Los Alamos Field Office, which is responsible for cleaning up contamination that resulted from LANL operations before 1999 and packaging and shipping radioactive and hazardous waste off-site for permanent disposal (n3b-la.com).
