Full Job Description
We have an opening for a Project Controls Analyst - Scheduler. In this role, you will support the analysis of project cost and schedule data and assist in the development and maintenance of resource-loaded schedules, working closely with project managers and project teams to support planning, tracking, and reporting activities across multiple projects. You will apply project controls and Earned Value Management (EVM) methodologies to support the integration of cost, schedule, and performance data, ensuring accurate tracking of project progress and performance throughout the project lifecycle. This position is in the Project Management Office (PMO).
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
• Analyze project cost and schedule data and provide project controls inputs to support project decision-making across multiple projects within a portfolio. Assist in developing and maintaining resource-loaded schedules, including activity definition, durations, logic, resource assignments, and forecast updates in coordination with project managers and project teams
• Apply established project controls and Earned Value Management (EVM) methodologies to support planning, tracking, reporting, and performance analysis and escalate emerging issues to the project team
• Monitor project performance, including cost and schedule trends, variance analysis, and identification of impacts to key milestones using standard quantitative techniques.
• Prepare and maintain project controls reports and presentations, integrating cost, schedule, and performance data.
• Support the implementation and maintenance of project controls systems, tools, and processes to ensure data integrity, compliance, and effective change control.
• Coordinate with project teams to collect progress data, support forecasting activities, and analyze historical data for planning and benchmarking.
• Participate in project meetings and contribute to continuous improvement of project controls processes, tools, and reporting.
• Perform other duties as assigned.
In addition at the TSS.3 Level
• Independently perform cost, schedule, and risk analyses for moderately complex projects using established methodologies. Serve as the primary project controls/scheduling point of contact for assigned projects.
• Develop and update resource-loaded schedules and ensure alignment with project scope and objectives including establishing/maintaining schedule coding structures and baselines under approved change control. Evaluate schedule performance and trends, including critical path analysis and forecast assessments.
• Support development of Estimates at Completion (EACs) and assess forecast accuracy.
• Identify and analyze potential risks and support development of mitigation strategies.
• Provide recommendations to project teams based on analysis of cost and schedule data
• May provide guidance or informal mentoring to less experienced staff.
Qualifications
• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
• Bachelor's degree in a technical, engineering, business, or related discipline; or equivalent combination of education and related experience.
• Experience supporting project controls functions, including cost, schedule, and/or earned value management activities.
• Working knowledge of project controls principles, including planning and scheduling, cost analysis, and performance tracking.
• Experience using project controls tools such as Primavera (P6), MS Project, or similar scheduling systems, and proficiency with Microsoft Office (Excel, PowerPoint).
• Demonstrated analytical and problem-solving skills with the ability to interpret data and support decision-making.
• Effective verbal and written communication skills to collaborate with project teams and present technical or operational information.
In addition at the TSS.3 Level
• Experience independently performing project controls analyses for moderately complex projects, including cost, schedule, and risk analysis.
• Experience developing and maintaining resource-loaded schedules and supporting forecasting activities, including Estimates at Completion (EACs).
• Advanced knowledge of project controls and earned value management (EVM) methodologies and their practical application.
• Ability to analyze performance trends, identify variances, and provide recommendations to project teams.
• Experience contributing to the improvement of project controls processes, tools, or reporting methods.
• Ability to exercise independent judgment within established policies and practices.
• May provide guidance or informal mentoring to less experienced staff.
Desired Qualifications
• Advanced Primavera P6 knowledge highly desired, including building and maintaining resource-loaded schedules, complex logic and coding structures, baselining, and progress updating.
• Experience with risk analysis tools (e.g., Crystal Ball, ARM) or similar quantitative techniques.
• PSP, PMI-SP, PMP, or other relevant project management certification.
• Familiarity with DOE/NNSA project management or acquisition processes.
• Experience working across the full project lifecycle, including baseline development, change control, and performance reporting.
Pay Range
$129,150 - $196,476 Annually
$129,150 - $163,764 (TSS.2) Annually
$154,950 - $196,476 (TSS.3) Annually
This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting.
