Job Description We have an opening for a
Nuclear Facility Operations Manager to support the Superblock (SBK) nuclear facilities. You will be responsible for managing the activities, personnel, and operational processes necessary to maintain SBK facilities in a safe, compliant, and reliable configuration while supporting programmatic operations. You will lead approximately 15 staff members, including facility supervisors, facility operators, facility points of contact (FPOCs), facility coordinators, and support staff. This position is within the Superblock Program in the Strategic Deterrence Directorate.
This position requires full-time on-site presence due to the nature of the work.
This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will- Provide advanced technical leadership, direction, training, and supervision for SBK facility operations personnel.
- Manage the safe and reliable operation of facility systems in accordance with the applicable nuclear facility Documented Safety Analyses (DSAs), Technical Safety Requirements (TSRs), Conduct of Operations requirements, and other governing environmental, safety, and health requirements.
- Oversee day-to-day facility operations to ensure operational readiness, system availability, and compliance with approved safety basis and operating requirements.
- Develop, maintain, and implement operating, surveillance, alarm response, and emergency procedures for building safety systems and facility equipment.
- Ensure required surveillance, tests, inspections, and other operational activities are completed within required periodicity, and ensure appropriate actions are taken for deficient or abnormal conditions.
- Coordinate and de-conflict facility activities to support safe work execution, effective use of personnel resources, and facility availability in support of programmatic mission needs.
- Oversee work performed by external workers, subcontractors, and support organizations to ensure compliance with applicable safety, operational, and work-control requirements.
- Manage procurements and operational support activities associated with facility operations, upgrades, modifications, and improvements.
- Establish and manage the nuclear facilities operations budget, and plan and track resources needed to support operational commitments.
- Supervise and provide work assignments and direction to assigned staff.
- Write performance appraisals and provide training, mentoring, coaching, and day-to-day performance feedback for group personnel.
- Support assessments, operational reviews, and management walkthroughs, and implement corrective actions related to operational performance and compliance.
- Support incident and occurrence response, including notifications, fact gathering, corrective action development, and follow-up, as appropriate.
- Perform other duties as assigned.
Additional job responsibilities, at the TSL.4 level- Provide expert technical judgment and serve as a key advisor to senior management on nuclear facility operations, operational performance, and facility improvement priorities.
- Manage and integrate facility outages in collaboration with Facility Managers, Engineering, Maintenance, and Projects management to support upgrades, modifications, improvements, and recovery activities.
- Lead the resolution of highly complex operational issues involving facility systems, safety basis implementation, operational readiness, and resource prioritization.
- Develop strategic plans and lead implementation for facility operational improvements, system upgrades, and operational risk-reduction initiatives.
Qualifications - Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's degree in engineering, a scientific discipline, or a related technical field, or the equivalent combination of education and related experience.
- Advanced experience in DOE, U.S. Navy, or commercial nuclear facilities performing operations, engineering, maintenance, or related nuclear facility activities.
- Advanced knowledge of nuclear facility operations and the operational requirements necessary to maintain facilities in a safe, compliant, and available condition.
- Experience implementing Conduct of Operations principles and work planning and control processes in a nuclear or similarly regulated environment.
- Experience with supervision, administration, planning and tracking budgets, and resource management necessary to manage a professional/technical-level team.
- Advanced problem-solving, organizational, and decision-making skills, with demonstrated ability to resolve complex technical and operational issues using independent judgment.
- Advanced verbal and written communication, facilitation, collaboration, and interpersonal skills necessary to effectively present and explain operational issues to management, staff, regulators, and stakeholders.
Additional qualifications at the TSL.4 level- Significant experience implementing nuclear facility safety basis requirements, including familiarity with DSAs, TSRs, and associated operational controls.
- Significant knowledge of DOE policies, procedures, regulations, and standards, including DOE Order 422.1, Conduct of Operations, and DOE Order 420.1C, Facility Safety.
- Demonstrated expert technical leadership in managing nuclear facility operations and resolving highly complex operational issues.
Qualifications We Desire- Experience with outage planning, operational readiness, and coordination of facility upgrades, modifications, and maintenance activities.
- Experience with configuration management and systems important to safety in a nuclear facility environment.
- Extensive experience writing and reviewing technical documents, including operating procedures, safety-related procedures, and operational plans.
Pay Range$167,340 - $254,544 Annually
$167,340 - $212,160 Annually for the TSL.3 level
$200,760 - $254,544 Annually for the TSL.4 level
