Full Job Description
Manifest Solutions is partnered with a regional energy partner with ongoing needs for Project Financial Controls Analyst professionals.
  • Direct business and administrative support for: contract requisitions, bid packages, governance, and contract spend analyses; and creation of templates for business processes and tracking.
  • Participate in contract negotiations on ?nancial Terms and Conditions to ensure competitive rates.
  • Provide material service support which includes obtaining and processing quotes, vendor support, receipting, and tracking.
  • Develop and administer business strategies for contracts, contract governance, and ?nancial plans including the identi?cation of strategic issues and contingency plans.
  • Develop business strategies a?ecting O&M activities, capital investment, customer service, and pro?tability objectives.
  • Oversee the interpretation of complex contractual language with Procurement, Legal, and Audit Services to apply to contract reviews and vendor billings.
  • Collaborate with other departments as needed to amend contract language to improve or clarify terms and conditions. Interpret complex contractual language and ?nancial Terms and Conditions to apply to vendor invoices.
  • Lead the vendor and operational audits in conjunction with Audit Services to ensure compliance with the contract's ?nancial Terms and Conditions and policies and guidelines. Lead the development of mitigation strategies to ensure compliance.
  • Oversee the development of reports to support mitigation strategies and monitor on a monthly or quarterly basis.
  • Oversee the ?eld administrative support activities (i.e., time reporting, employee expense reporting, work order creation, and others as assigned.).
  • Perform and/or direct complex work order administration activities including set up, in-service reporting, and closing; properly identify asset retirements for timely processing.
  • Resolve errors with Accounting, Project Management, and other departments within the organization.
  • Provide guidance to ensure that ?nancial controls are in place for accurate project and work order reporting.
  • Oversee the preparation, monitoring, and reporting of O&M and capital budgets.
  • Lead or participate in process improvement initiatives related to ?nancial and operational processes.
  • Lead or support training and knowledge-transfer activities related to ?nancial and operational processes and related system and software applications.
  • Lead or participate in special studies or projects as may be assigned.
  • Direct and guide the administration of the project management organizational standards and assist in the management of projects to those standards.

Basic Quali?cations:
  • With a quali?ed bachelor's degree, six (6) years' quali?ed experience required; with a quali?ed associate's degree, eight (8) years' quali?ed experience; with a High School Diploma or GED, four (4) years' experience as a Financial Controls Analyst Sr.
  • Quali?ed degrees must be in a related ?eld from an accredited university or college and could include Accounting, Business, Construction Management, Engineering, Technology, or Project Management.
  • Qualified experience includes utility speci?c operations knowledge/experience with good working knowledge of work processes and procedures.
  • Experience should be in design, operations, planning, project management, cost tracking analysis, forecasting, project budgets, working with accounting principles, and/or construction or maintenance of systems and/or equipment. For candidates possessing only a high school diploma or a non-quali?ed higher education degree, a professional or trade certi?cation such as a CCMP, CETa, IQCP, PMP, RMP is required. Otherwise, a certi?cation is preferred but not required.

Additional Requirements:
  1. Travel requirements expected 10-25% of the time.
  2. Experience with Microsoft O?ce, PeopleSoft Financials, Business Objects, Cognos, and Ventyx Asset Suite Maximo is preferred but not required.
  3. Quali?ed professional with demonstrated teamwork capabilities working in a fast-paced environment.
  4. Strong commercial, analytical, oral/written communication, and presentation skills are required.
  5. Ability to successfully work with a diverse set of internal and external partners and all levels of the organization.
  6. Core competencies include adaptability/?exibility, teamwork/collaboration, communication, and planning/organizing.
  7. Annual invoice volume: 50,000 invoices for $1.5 Billion; Unvouchered Liabilities for $2.0 Billion; Annual O&M and Capital Budget for $250 Million.
  8. Ability to coordinate multiple complex projects.
  9. Advanced degree or professional certi?cation in Finance/Accounting is preferred but not required.
