Job Summary

Under general supervision, plans, tracks, analyzes, and reports cost and schedule performance for projects of varying contract type, size, and complexity. Works in a team environment with technical, financial, supply chain, quality, and management personnel to track and control contract activity, performance, and deliverables. Interacts with management to establish and maintain cost and schedule baselines, perform Estimates at Completion (EACs), and support program decision-making.

Contributes to the development and implementation of Earned Value Management System (EVMS) or equivalent cost-tracking methodologies. Develops, maintains, and statuses integrated program schedules; performs cost, schedule, and performance variance analysis; and works with program/project managers and technical personnel to ensure consistent application of project-control procedures. May assist in developing Work Breakdown Structures (WBS), WBS dictionaries, reporting procedures, and new-business proposals, including schedules, staffing plans, and cost estimates.

DUTIES AND RESPONSIBILITIES:
  • Prepares and maintains project budgets, forecasts, schedules, and performance reports for assigned contracts using EVMS or equivalent project-control methods.
  • Develops, maintains, and updates logically linked Integrated Master Schedules (IMS) using critical path methodology (CPM).
  • Coordinates schedule updates and changes with program management, task leaders, and technical personnel to support program objectives, contractual milestones, and internal planning requirements.
  • Performs cost, schedule, and earned value analysis; identifies performance variances, trends, risks, and potential impacts; and supports development of corrective-action recommendations.
  • Establishes and maintains cost and schedule baselines and supports preparation of Estimates at Completion, Estimates to Complete, forecasts, and related program financial analyses.
  • Conducts schedule health assessments and schedule risk assessments, communicates results to program stakeholders, and supports risk-mitigation planning.
  • Uses Gantt charts, PERT charts, milestone charts, earned value metrics, and other integrated program-management techniques to measure progress and identify critical or high-risk areas requiring management attention.
  • Maintains and validates cost-schedule integration, including alignment among budgets, work packages, control accounts, schedule activities, and earned value status.
  • Monitors budget availability, approval authorization, charge accounts, actual costs, commitments, and forecasted expenditures.
  • Interfaces with operating and support organizations, including Purchasing, Finance, Quality Assurance, and technical teams, to collect and validate data used in project schedules, cost reporting, and performance analyses.
  • Tracks procurement status, commitments, and expenditures for cost reporting and schedule-impact assessment.
  • Provides task leaders and program managers with clear, accurate, and timely information, analysis, and recommendations to support informed program decisions.
  • Assists in developing and improving reporting procedures for project status, work-in-process valuation, contract deliverable tracking, and cost/schedule performance measurement.
  • Supports new-business proposal activities by developing preliminary schedules and reviewing staffing, cost, and resource estimates.
  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Maintains a productive and safe working environment in accordance with established operating procedures and practices.


Job Qualifications

  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration, finance, accounting, engineering, project management, or a related discipline, along with six or more years of related experience. Equivalent experience may be substituted in lieu of education.
  • Demonstrated experience in project controls, cost analysis, scheduling, earned value management, financial planning, or a related field in a development, manufacturing, production, or research environment.
  • Proficiency with Microsoft Project, Project Server, Primavera, or comparable scheduling tools.
  • Strong proficiency with Microsoft Excel, including pivot tables, formulas, data analysis, and reporting. Proficiency with Microsoft Word, PowerPoint, Outlook, and other standard business applications is also required.
  • Thorough understanding of planning, scheduling, statusing, cost tracking, forecasting, and variance-analysis procedures.
  • Knowledge of Earned Value Management principles and guidelines, cost-schedule integration, critical path methodology, and schedule risk analysis.
  • Working knowledge of accounting principles, budget controls, procurement tracking, and manufacturing or production systems.
  • Understanding of multiple contract types, including Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contract structures.
  • Effective written and verbal communication skills, including the ability to prepare, interpret, explain, and present cost, schedule, and programmatic information to technical and management audiences.
  • Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities and work effectively in a cross-functional team environment.
  • Ability to work extended hours and travel as required.
  • Ability to obtain and maintain a DOE Q clearance as needed.
