The primary purpose of this position is to serve as a senior Program Specialist (Data Analytics) with responsibility for evaluating, analyzing, and sustaining the data metrics and reporting capabilities for the Military and Family Care Directorate (DPF).

  • At a mastery level, responsible for the design, development, and sustainment of enterprise-level data visualization solutions to support DPF military and family care programs.
  • At a mastery level, designs and implements performance metric frameworks.
  • Serves as the Directorate's primary technical liaison & data integration to plan and oversee the integration of diverse care program data.
  • Serves as the analytical lead and project manager for data analytics and visualization initiatives supporting DPF's portfolio.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Power Bl and Tableau experience preferred.
  • IT experience/licenses preferred.
  • This is a centrally managed position.
  • Must be able and willing to submit to a background investigation to verify suitability for employment.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of program analysis to design and implement enterprise-level performance metric frameworks for military and family care programs; mastery of advanced quantitative and qualitative analytical techniques to analyze large-scale, complex datasets to identify trends and evaluate program impact; and expert skill in utilizing advanced data analysis and visualization software (e.g., Power BI, Tableau, Python, SQL) to translate complex programmatic data into intuitive, actionable dashboards and strategic briefings for senior leadership.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the principles, methods, and techniques of program analysis and evaluation sufficient to assess the effectiveness of complex administrative and military care programs. Skill in utilizing advanced data analysis and visualization software (e.g., Power BI, Tableau, SQL, or Python) to extract, interpret, and present complex datasets to non-technical senior leadership.
  2. Knowledge sufficient to analyze and draw conclusions regarding evaluation results and to write comprehensive reports appropriate for senior leadership.
  3. Skill in developing and implementing guidance that considers various disciplines, such as program, requirements, data, test, cyber security and program managers for purposes of meeting program objectives.
  4. Skill in oral and written communications to discuss and prepare presentations and reports for high-level review, and condense extremely technical input into layman's terms without altering basic content.
  5. Ability to manage several high-visibility and complex projects simultaneously.
  6. Skill at evaluating plans and integrating projected changes in mission, technology, requirements, and resources into workable objectives.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
