Description

Job Title: Program Services Capability Manager
Location: Ottawa, ON, Halifax, NS, or Victoria, BC
Employment Type: Permanent, Full-Time
Salary: $130,00-150,000K

The Program Services Capability Manager will lead a team of geographically diverse specialists providing program advice and support to a range of defense, government, and commercial clients. This will require a comprehensive understanding of at least one (preferably more) of the following fields:
  • Project and Program Management
  • Procurement
  • Project Scheduling
  • Training Design and Development


Key Responsibilities

The PS CM will be responsible for managing the shape and size of the PS team.

As a key member of the Capability Management Team, they will be responsible for the quality of work conducted within their team's disciplines. In addition, the PS CM will apply their own specialist technical knowledge to work with the company's other CMs to deliver effective, integrated solutions, and contribute to broader client and business objectives.

Responsibilities and Tasks include:
  • Lead the Program Services capability area.
  • Undertake client work in support of program needs.
  • Work as a member of the Capability Management Team supporting business objectives.
  • Undertake project and program support activities in a way that contributes to best practice.
  • Act as discipline lead/assurer on specified projects.
  • Manage internal projects as assigned. Maintain your technical competency in your area(s) of specialization.
  • Mentor staff and support/drive their professional development
  • Comply with relevant codes of conduct.

Role Specific
  • Manage utilization of your team:
  • Liaise with PMs, PS Team Leads, other Capability Managers and the Program and Future Business teams to maintain a picture of individual task requirements as they relate to personnel skillsets, availability, and capability;
  • Maintain individual task assignments in appropriate tools;
  • Review utilization figures and forecasts from Program Directors and Program Managers (PgMgrs) to ensure staffing requirements are met; and
  • Monitor utilization forecasts to predict surges and dips and plan for training and internal project support.

Manage team capacity:
  • Identify capacity requirements to support the business strategy by working with the Future Business & Programs teams and the Capability Management Team;
  • Develop and maintain Job Descriptions within your reporting structure;
  • Conduct recruitment activities such as short listing, interviewing and selection;
  • Maintain the Recruitment Plan and recruitment tracking tools;
  • Ensure that all commencement activities are conducted prior to new starters joining, such as contract qualifications (e.g., ELMS), security, and IT support in accordance with the BMT recruitment process;
  • Utilize internal projects, and internal & external training to develop and mentor staff; • Maintain routine contact with team members and associates.
  • Identify potential BMT employees who can contribute to our business goals.

Manage team competency:
  • Ensure team competencies are supporting current business needs and plan capability needs to deliver future strategic requirements. Identify competency gaps and resultant training needs;
  • Develop and monitor Personal Development Plans (PDPs) with your staff;
  • Maintain a record of PS team's individual skills and competencies within the appropriate tool(s);
  • Develop training plans for staff within your reporting structure;
  • Mentor assigned Team Leads, ensure all junior staff have mentors, and senior staff have mentors as required / desired;
  • Support Internal Training:
    • Assist in the development and delivery of internal training; and
    • Identify candidates for training and opportunities for delivery.

Budget management and reporting:
  • Manage budgets as assigned, and deliver reports (including variance analysis, forecasts, and recommended corrective action as required) to the Vice President, Capability or Capability Director as appropriate;
  • Maintain KPI's as required by the Capability Leadership Team.

Staff management (in conjunction with PS Team Leads):
  • Review PS timesheets, and approve charges to assigned accounts;
  • Develop and deliver performance appraisals;
  • Develop Performance Improvement Plans as required in conjunction with HR; and
  • Provide input to Senior Management for annual end of FY bonus / salary increases.

Business Development
  • Support the Programs and Future Business teams in the identification of opportunities and the development of proposals;
  • Provide staff with a point of contact to bring business ideas to; and
  • Develop networks within your domains.
  • Collaborate with other Capability Managers to ensure our client offerings cover the widest possible range of capabilities that meet client requirements

Planning and Improvement initiatives
  • Support Capability planning and improvement initiatives as required. These may include strategy and tactical execution discussions as well as process, technical, or governance improvements.
  • Support staff in their understanding of their role and contribution to the capability and business level strategies.
  • Continuously look for opportunities for business improvement and business growth, and empower the PS team to do the same.
  • Support the development on budgets as requested by the Capability Leadership Team
  • Support and collaborate with other CMs to avoid siloed working and to manage peaks and troughs of workload across capability teams.
  • Support the Capability Leadership Team with other tasks in support of business objectives as required.


Skills, Knowledge & Expertise

Essential:
  • Security clearance to NATO Secret, or the ability to obtain
  • Proven professional leadership, building, leading and influencing strong multi-disciplinary teams;
  • A thorough understanding of client needs in the Program Services domain
  • A university degree in a relevant discipline;
  • Minimum of 10 years of relevant professional experience;
  • The ability to lead one or more domains in management of complex defence products;
  • The ability to define, grow, and lead Program Services Capability;
  • Strong written and verbal communication skills;
  • Excellent problems solving and analytical skills;
  • Demonstrated ability to understand, establish and support business priorities and business strategy;
  • Proven ability in people mentorship and people development.


Desirable:

  • Masters degree in business/project/program management
  • PMP Certified
  • Prosci change management practitioner
