Positions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties will receive a $4,000 annual downstate adjustment (pro-rated for part-time positions).

Job Description:

Responsibilities

Health Research, Inc. is seeking a Program Research Specialist III to work within the New York State Department of Health (NYSDOH), Office of Science, Center for Population Health Science. The incumbent will be responsible for obtaining and analyzing various data sources to support and respond to data needs by major stakeholders and partners, including analysis and reporting on key population health topics. In collaboration with staff in the Center for Population Health Science, the incumbent will participate in the design and development of sustainable data products, queries, and dashboards that are essential to the work by internal and external partners and stakeholders. The incumbent will contribute to the planning and implementation of these projects to better support the state and community health needs assessments and health improvement plans. The incumbent will evaluate new data sources and analytical tools to further expanding and enhancing these data products. The incumbent will review and summarize literature, implement appropriate methods for data analyses, develop data reports at state, regional and county levels, and respond to ad-hoc requests to address emerging health issues. Finally, the incumbent will prepare and conduct presentations and contribute to data products and publications. Other appropriate related duties as assigned.

Minimum Qualifications

Bachelor's degree in Public Health, Epidemiology, Health Informatics, Biostatistics, or a related field and three years of research experience in the collection and analysis of data; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Master's degree in Public Health or related field and two years of experience in public health research and surveillance. Proficiency in data analysis, database and statistical software, interpretation, and dissemination of data for varied audiences, and provision of surveillance and evaluation technical assistance. Work and/or academic experience with analyzing large public health data (emergency department, hospital discharge, vital statistic, Prescription Monitoring Program - PMP, or BRFSS data). Intermediate or advanced proficiency using SAS including proficient use of SAS BASE, SQL, GRAPH, STAT, ODS, and MACRO. Intermediate proficiency using Tableau for data visualization and dashboard. Advanced proficiency in Microsoft Office. Demonstrated excellent oral and written communication skills. Experience working independently and collaboratively in groups.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
