StraCon is currently seeking a Full-Time Program/Project/Management Analyst, Senior to support a Naval Air Systems Command (NAVAIR) program office in Patuxent River, MD. The Program/Project/Management Analyst Senior is responsible for, but not limited to, the following:

Essential Job Duties:
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Performs critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success.
  • Provides program analysis for all aspects of the program.
  • Participates as a member of and supports the overall Program and IPTs. Collect, complete, organize, and interpret technical data, configuration data, and financial information relating to aircraft acquisition and product programs.
  • Tracks program/project status and schedules.
  • Develops program acquisition documentation such as PIDs, SOWs, and CDRLs.
  • Provides updates to NAVAIR AMS Tools (CDRLs, PMT, and CSPT) and advises Government on status of financial and procurement actions.
  • Applies policies and procedures for financial planning.
  • Manages data deliverables and performs DM activities.
  • Tracks program/project status, earned value management, schedules, GFE, and Government Furnished Information (GFI).
  • Utilize SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests (MIPRs), Work Requests, Requisitions, CDRL, CM/DM, activities, and DD254 to support program/project acquisitions.

Experience Requirements:
  • Over 10 years of experience performing duties described in the functional description. At least 10 years of experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six years out of 10 years of recent work experience related to analysis and planning.

Desired Experience:
  • At least (6) six years of experience in program management, technical or business analysis discipline; and at least four years professional experience in NAVAIR AMS Suite of Tools (CDRLs, PMT, and CSPT), technical efforts supporting major weapon systems and components development.
  • Experience providing critical program management support for major DoD acquisition systems with multiple appropriations and multiple type/model/series aircrafts and/or systems.

Education Requirements:
  • MA/MS degree

Allowable substitution:
  • Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR
  • Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

OR
  • Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree

Security Requirements:
  • U.S. Citizenship required.
  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment.

The estimated base salary range for this position is $107,000.00 - $130,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
