Job Description
The Program Operations & Integration Specialist is the senior analyst responsible for the overall integrity, cohesion, and compliance of GWPC program documentation.
What You Will Be Doing
The selected candidate will draft and maintain the top level Program Management Plan (PMP) and other relevant Program Management documentation, ensure that all functional areas produce consistent, aligned subsidiary plans, and guarantee that customer proposal and response materials reflect the program's vision, values, and mission. In addition, the specialist will enforce program-directed markings for export or control (e.g. ITAR/EAR and Proprietary or Confidential Information), conducts periodic compliance audits, and drives remediation when gaps are identified.
Responsibilities will include:
Program Management Plan (PMP) Governance
• Draft, publish, and maintain the top-level Program Management Plan.
• Ensure every functional area produces a subsidiary plan that aligns with PMP structure, terminology, and performance metrics.
• Own the master register of subsidiary plans, version-control status, and approval workflows.
Final Document Review & Advisory Authority
• Conduct the final technical and compliance review of all program-level documents (plans, reports, proposals, deliverables).
• Provide a formal "Ready-to-Submit" recommendation to the Senior Program Manager; flag any deficiencies and propose corrective actions.
• Maintain a decision-log that records review outcomes, comments, and sign-off dates.
Customer Proposal & Response Alignment
• Review all customer-proposal and response documentation to verify consistency with the program's vision, values, mission, and branding.
• Coordinate with Legal, Finance, and functional SMEs to secure required approvals before submission.
• Track proposal-response status in an integrated dashboard.
Export-Control & Markings Compliance
• Apply appropriate ITAR/EAR and program-directed markings to all deliverables, drawings, and technical data.
• Conduct periodic markings audits; maintain an audit-findings register.
• Develop and track remediation plans; work with Compliance/Legal to close non-conformances.
Cross-Functional Coordination & Stakeholder Liaison
• Serve as the central point of contact for documentation, PMP updates, and export-control issues across Program Managers, and functional groups.
• Participate in Integrated Product Team (IPT) meetings; provide status briefings and actionable insights.
Reporting & Dashboarding
• Produce weekly status briefs and monthly executive dashboards that summarize PMP health, document-review status, proposal alignment, and export-control compliance.
• Highlight risks, issues, and recommended corrective actions for senior leadership.
Continuous Improvement
• Identify and implement process efficiencies (templates, automation, workflow tools) to streamline plan authoring, review, and marking activities.
• Lead adoption of best-practice document-control and instructional-design standards across the program.

Basic Qualifications
• Must have a minimum of an active Interim Secret clearance to be considered
• Experience managing large-scale program documentation using enterprise-wide document-management systems (e.g. SharePoint, or comparable platforms).) and version-control processes.
• Demonstrated ability to build and maintain program-level dashboards with tools such as Power BI or Tableau
• Strong Microsoft Office mastery (Excel pivot tables/macros, PowerPoint, Word styles/templates).
• Working knowledge of ITAR/EAR regulations and the ability to determine and designate the program-directed markings (e.g. "Proprietary", "Confidential", "Export-Controlled".
• Proven Ability to interpret complex technical data, synthesize it into clear, actionable documentation recommendations, and deliver concise briefings to senior leadership and customers.
Desired skills
• Direct experience with guided-missile products or programs, or other high-energy weapons programs.
• Prior involvement with Australian Defence Force (ADF) customers or strong understanding of ADF procurement and contracting processes
• Experience building automated document-review or markings-audit workflows using Power Automate, VBA, Python, or similar scripting tools.
• Proven record of leading organization-wide document-standardization, knowledge-transfer, or process-improvement initiatives.
• Demonstrated ability to work closely with legal, contracts, and compliance teams on export-control and contractual documentation.
• Experience facilitating large, cross-functional teams and reaching consensus among diverse technical and business groups.
• Due to the number of documents required for submittal to Australian customer, graphics design experience or skill is a bonus to help depict complex narratives in easy to read graphic(s) for internal and external stakeholders
Ability to work remotely
Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
National Pay Statement
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $95,000 - $167,440. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

Premium Pay Statement
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $109,200 - $189,290. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
