Job Overview

The International Rescue Committee (IRC) is one of the leading providers of high-quality programming for refugees resettling to the United States. The IRC is committed to developing innovative programs that respond to the refugees27 unique strengths and needs, using our learning and experience to shape policy and practice, and highlighting and promoting best practices in refugee services provision.

The IRC is seeking a Program Officer for Instructional Design for Switchboard, a project that provides training and capacity-building services to service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Officer for Instructional Design will report to the Senior Program Officer for Instructional Design and will be responsible for delivering high-quality instructional design across Switchboard27s capacity-building initiatives, including online training, self-paced courses, communities of practice, and learning resources such as videos, information guides, toolkits, etc. This position is remote and may be located anywhere in the United States.

Major Responsibilities:

Instructional Design

  • Deliver high-quality instructional design across trainings and learning resources developed by Switchboard27s internal and external subject matter experts; provide guidance and review of instructional design across all materials including eLearning courses, instructor-led courses, webinars, and meetings
  • Serve as Switchboard27s webinar and meeting producer
  • Research and recommend innovative training and instructional design practices that Switchboard should incorporate
  • Ensure that practitioner knowledge informs Switchboard27s trainings and learning resources
  • Lead implementation of strategy for updating and/or maintaining previously developed Switchboard learning resources
  • Champion a culture of learning and continuous improvement in Switchboard27s approach to instructional design; identify relevant professional development opportunities for Switchboard team

Project Management and M26E

  • Contribute to needs assessment process to ensure instructional design best practices are incorporated into Switchboard27s annual workplan
  • Analyze feedback and evaluation data from Switchboard27s TTA participants with a focus on instructional design improvements
  • Provide input into Switchboard reports, including monthly activity updates and semi-annual Performance Progress Reports.
  • Other duties as assigned.

Job Requirements:

  • Bachelor27s Degree in instructional design, education, or other relevant field (or equivalent experience)
  • Minimum four years of experience developing and implementing training, technical assistance, capacity-building, or education programs
  • Experience developing and producing innovative virtual multimedia trainings, such as webinars, online courses, self-paced e-learning, etc.
  • Experience contributing to project M26E (data collection, management, and reporting)
  • Familiarity with and commitment to data-driven, evidence-based programming
  • Excellent written and oral communication skills, with evidence of ability to build capacity of staff at multiple levels
  • Ability to effectively manage complex projects with strict timelines

Preferred Experience 26 Skills:

  • Graduate degree in relevant field (or equivalent experience)
  • Familiarity with relevant Office of Refugee Resettlement (ORR)-funded programs
  • Experience engaging with external subject matter experts and/or consultants

Working Environment: This position is a remote working environment. Required domestic travel up to 20%.


Compensation: ($80,000 - $85,000 - annually ). Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements
