WSP is currently initiating a search for a Program Manager to be based out of MTA Headquarters in lower Manhattan. Be a part of our PMCM Team and a member of a growing organization, leading a Team that meets our client's objectives and solves their challenges. This position is working as a key member of the MTA's Small Business Development & Mentoring Program, managing and responsible for the award and successful completion of numerous projects issued to Small Business Contractors and leading efforts to mentor and assist in the development of the firms towards becoming independent contractors doing business with the MTA. Projects are throughout the New York metropolitan area supporting all MTA Agencies with a typical value between $1M to $5M. Working from the MTA offices at 2 Broadway, the Program Manager will lead a Joint Venture team with the McKissack Group and several subcontractors to manage the resources and staff of the JV assigned to the contracts, coordinate with the JV's Program for training delivery, and work in conjunction with the MTA Executive Management to improve and grow the size and effectiveness of the NYS mandated Small Business Development & Mentoring Program.
Your Impact
- Manage the JV's staff to assure the performance of all tasks necessary to manage numerous construction projects including constructability reviews, supporting MTA Procurement Division through the bid process and award of the project, reviewing submittals including material submissions, RFIs, shop drawings, Quality Work Plans, Safety Work Plans, Phasing Plans, Look-a-head schedules, and Change Order Requests.
- Managing the development, training, on-boarding and assignment of the staff necessary to oversee the project management and inspection of contracts issued to Small Business contractors and to provide effective mentoring to the Small Business contractors for the necessary performance and submissions to meet project completion dates and to improve performance.
- Ensuring the contractual compliance of all construction activities and the performance of supervisory/inspection staff with a primary focus on safety and quality of work.
- Provide direction and guidance to Contractors and project staff for all construction Project Management requirements including providing adequate field oversight, the scheduling and conducting of regular job progress meetings, maintaining project records, preparing daily reports, making submissions, performing field tests of construction materials, complying with Contract Documents, preparing payments, processing change orders, reviewing phasing plans, reviewing schedules and budgets, conducting inspections, arranging access and protection and MTA services, monitoring and reporting on Contractors' performance and projects status.
- Ensure the contractors and supervision field staff are aware of and conform to all environmental, health and safety standards including any safety reporting requirements.
- Work with the MTA and the contractors to minimize disruptions to transit operations and the public in compliance with project phasing plans, MPT plans and permits.
- Meet with and provide periodic updates to MTA Project, Program and Executive Management to document and report on the status of all Program elements.
- Working with the MTA and the JV's training staff, provide innovative and creative thinking towards the effectiveness and improvement of the Program.
- Coordinate with WSP Administrative staff for the management of WSP staff and the submission of payment invoices.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures.
Who You Are
Required Qualifications- Bachelor's degree in engineering, and a minimum of fifteen (15) years of satisfactory, full-time experience in Construction Management.
- Professional Engineer's License issued by the State of New York. A satisfactory equivalent (e.g. CCM or PMP certification) may be considered at MTA's discretion.
experience in effectively managing a large group of technical and administrative staff. - Transportation infrastructure construction experience with the work of the MTA or similar public agency.
- Experience in effectively managing various size contractors on multiple projects while adhering to budget and schedule.
- Excellent oral and written communication skills.
- Demonstrated ability in the areas of project management, planning, supervision, analysis of technical/legal questions and cost analysis to obtain project technical, cost and schedule objectives and goals.
- Experience with Scheduling, Cost Estimating and the use of software such as MS Project, MS Office, etc.
- Experience in producing high-level reports for executive management and legislative oversight.
- Training and experience in safety and quality assurance.
- Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
Preferred Qualifications- MTA project management experience.
- Experience with work on an active railroad including track training.
- Advanced degree
- Prior experience in training, mentoring and teaching CM related topics.

Compensation:
Expected Salary (all locations): $230,000 - $270,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
