Essential Job Functions - Plans, organizes, assigns, and coordinates the work of the organizational unit, resolving policy issues and problems as they arise.
- Advises department administration on policy issues involving the work of the organizational unit.
- Has responsibility for major administrative functions such as budget, accounting, personnel, or internal support services.
- Develops and implements solutions to complex problems of organization, budget, personnel, or procedures that occur within the Program Manager's area of responsibility.
- Plans, organizes, and directs the work of subordinate staff in: Development of comprehensive plans and service priorities for Departmental programs; Development of contractor selection and contracting systems; Management of contract monitoring and compliance mechanisms; Working with advisory bodies and the public to elicit the opinions and advice of these interested parties.
- Directs Senior and Service Center managers and staff in the delivery of direct services to the public.
- Formulates recommendations of departmental policies and procedures.
- Maintains liaison with a variety of officials, agencies, and organizations in complex or high level matters concerning the Department.
- Coordinates the work of the organizational unit with that of other County departments and divisions.
- Represents the department before subcommittees and full meetings of various advisory councils, workshops, conferences, and meetings of special committees.

Program Manager, Workforce Development, Aging and Community Services Requirements REQUIREMENTS TO QUALIFYOPTION 1One (1) year of experience at the level of Los Angeles County's class of , or higher, responsible for the development and/or implementation of community development and older adult services or related programs**.
OPTION 2Three (3) years of experience at the level of Los Angeles County's class of **, or higher, one (1) year of which must include supervision during the last three (3) years, participating in the development and/or implementation of community development and older adult services or related programs** or in departmental administrative support functions.
OPTION 3Three (3) years of experience in a highly responsible administrative capacity**** analyzing and making recommendations for the solution of problems of organization, financial services, human resources, or information technology, one (1) year of which must have been at the level of Los Angeles County's class of directing or assisting in directing an administrative, human resources, financial services, or information technology program unit in the service of Los Angeles County.
Special Requirement Information*Project Supervisor, Community Services is defined as having responsibility for supervising a special project involving the development and implementation of service programs that require direct community participation. Qualifying experience at this level must include responsibility for planning, developing, implementing, coordinating, and/or evaluating community-based service programs, rather than solely supervising staff, volunteers, events, or routine program activities.
**Community development and older adult services or related programs refers to organized programs designed to address community needs or provide services to older adults and other targeted populations. Such programs may include, but are not limited to, community engagement and outreach, older adult services, social or supportive services, health and wellness programs, educational or recreational programs, resource and referral services, or other programs intended to improve access to services and community well-being.
***Community Center Director I is defined as serving as the administrative head of a diversified, multi-service community center or older adult services center.
****Highly responsible administrative capacity is defined as administrative work involving substantial responsibility for analyzing, evaluating, developing, and/or recommending solutions to complex organizational, financial services, human resources, or information technology problems, policies, procedures, programs, or operations. Qualifying experience must require the exercise of significant independent judgment, analytical ability, discretion, and responsibility in making recommendations or decisions that affect departmental programs or operations.
*****Administrative Services Manager III is defined as directing a section composed of multiple units responsible for providing administrative services that directly impact the management of major departmental programs and operations.
