Position Overview

We are seeking a highly experienced Program Manager and Weapons Defeat Subject Matter Expert (SME) to provide senior-level program oversight and technical leadership in support of a dynamic government contracting environment. In this critical role, you will serve as the primary program authority - directing day-to-day operations, coordinating across a broad stakeholder ecosystem, and delivering expert guidance across all domains across the program. The ideal candidate brings a deep operational and technical background in weapons defeat, combined with proven program management acumen and the ability to navigate complex, classified government programs. This is an onsite position at Fort Belvoir, VA.

Key Responsibilities
  • Provide overarching program direction and leadership across all contract task areas, ensuring deliverables are completed on time, within scope, and on budget
  • Serve as the primary point of contact for government clients and stakeholders, maintaining strong relationships and ensuring consistent, transparent communication across all levels of leadership
  • Apply subject matter expertise in weapons defeat to inform technical analyses, support analyses of alternatives (AoA), and advise on operational and strategic requirements
  • Lead financial management activities including budget planning, expenditure tracking, forecasting, and variance reporting to ensure sound fiscal stewardship of program resources
  • Develop and maintain a comprehensive risk management framework, proactively identifying, assessing, and mitigating programmatic and technical risks throughout the program lifecycle
  • Interpret, develop, and apply classification guides in accordance with government security requirements, ensuring all program materials and activities remain compliant with applicable policies
  • Coordinate cross-functional teams and subcontractors to integrate technical, analytical, and operational workstreams into cohesive program execution strategies

Required Qualifications

Bachelor's degree in a relevant field (engineering, program management, national security, or related discipline); advanced degree preferred
  • Minimum of 10+ years of progressive experience in program management within the U.S. government contracting or Department of War (DoW) environment
  • Minimum of 3 years experience leading teams and managing staff.
  • Demonstrated subject matter expertise in weapons defeat, counter-improvised explosive devices (C-IED), explosive ordnance disposal (EOD), or related domains
  • Proven experience managing complex, multi-disciplinary programs including financial oversight, schedule management, and stakeholder coordination
  • Strong background in risk management methodologies and the ability to develop and execute mitigation strategies in a fast-paced, mission-critical environment
  • Experience working with and applying security classification guides within a classified government program environment
  • US Citizen with an Active Top Secret / SCI security clearance (required at time of application)

  • Project Management Professional (PMP) certification or equivalent program management credential
  • Prior experience supporting or leading analyses of alternatives (AoA) in a DoW or interagency context
  • Direct experience working with or in support of JIDA, JIEDDO, OSW, or other DoW agencies focused on weapons defeat and counter-threat solutions
  • Familiarity with DoW acquisition processes, including JCIDS and the Defense Acquisition System (DAS)
  • Advanced degree (Master's or higher) in a technical, policy, or management discipline

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $194,500.00 - USD $304,000.00 /Yr.
