JOB SUMMARY
Reporting to the Manager, Business Administration & Compliance, the Program Manager, Water Meters is responsible for overseeing the strategic planning, implementation, and continual improvement of the City of Markham's water meter program. With over approximately 86,000 water meters across the City, this role leads the technical, product, and program expertise in water meters, ensuring meters across the system are managed and in alignment to overall regulatory compliance. The position will be a key resource for Environmental Services and lead a metering team while collaborating with cross-functional departments to proactively manage water meter assets and reduce service disruptions.
KEY DUTIES AND RESPONSIBILITIES
30 Lead, develop, and manage the City's water meter programs for Residential, ICI water meters, including additional programs/projects aimed at enhancing the portfolio such as technological improvements, preventative maintenance, etc.
30 Manage the City's water meter service contractor(s), with oversight into contractual agreements including, but not limited to, ensuring proper supply, install, repair, replacement field work practices, and overall service reliability of water meters are adhered to and completed in timely manner.
30 Establish and monitor key performance indicators for program success, water meter functionality, accuracy, and proposed maintenance schedules.
30 Manage water meter applications process of pre-installations, ensuring proper validations and checks, with coordination of installation with water meter contractor(s).
30 Lead and provide technical expertise to all parties on water metering systems, including senior management, in water meter product (functionality, metrology), process, selection, lifecycle planning, and operational best practices (install constraints, troubleshooting, etc.) are in alignment to City's standards.
30 Coordinate with multiple internal groups including Finance, Contact Centre, Building Standards, Engineering, etc. for program planning/execution, process reviews/improvements, resolution of water meter-related issues and discrepancies
30 Communicate with residents, ICI property owners as needed regarding areas of non-compliance for water metering, etc.
30 Prepare and manage the water meter program budgets in consideration of operational demands and capital planning, including forecasting, procurement, ensuring budgets versus actuals are as expected.
30 Review and approve invoicing related to water meter contractor(s) operations, ensuring results are as expected as per approved pricing structures, with exceptions handled in timely manner.
30 Supervise and lead water metering staff to support the success of program objectives, while fostering an environment of positivity and healthy learning.
30 Prepare and review annual performance reviews with staff, focusing on continual improvement and areas of development opportunities.
30 Oversee water meter processes and procedures, work with staff inter and intra-department to instill areas of continuous improvement.
30 Ensure public awareness of water meters, including updates on Markham website, meter servicing notices, meter application processes, etc. for residents/businesses to understand City's processes relating to water meter program.
30 Other duties as assigned.
REQUIRED SKILLS & COMPETENCIES
30 An Undergraduate degree in Business Administration, Engineering, Engineering Technologist or a related discipline OR Technical Certification (e.g. CA, LLB)
30 Certified Engineering Technologist (CET), Project Management Professional (PMP) are both preferred but not required.
30 Job experience of 5-7 years in working in related field
30 Experience of 1-3 years in supervision
30 Excellent knowledge and background of Municipal services, as well as Environmental Services / Waterworks business processes and technology enablers.
30 Knowledge and experience of metering and/or metering products, specifically in utility-based setting.
30 Excellent understanding of plumbing set-up/pipes/fittings and alignment with metering/metering equipment sizing for associated flow rates for servicing/installs.
30 Knowledge of Municipal By-Laws relating to metering. Good knowledge of metering compliance, such as American Waterworks Association (AWWA).
30 Knowledge of working with Microsoft Office / 365 (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.)
30 Excellent interpersonal, project/time management, organizational, analytical, communication, problem-solving, technical writing and training/facilitation skills
30 Prior supervisory experience preferred managing operational/technical staff, ensuring successful hiring, team building, and team objectives are met.
30 Prior experience managing external contractors, especially in municipal setting
30 Excellent understanding Engineering drawings of metering set-up in utility room, chamber, etc.
