Program Manager

This position requires an active Secret clearance.

The Program Manager will lead and support initiatives that deepen partnerships with U.S. allies and international stakeholders to advance a shared vision in alignment with U.S. national economic and security objectives. This role performs program management duties in support of digital, cyber, and emerging technology foreign assistance activities, overseeing program implementation and evaluating the operational effectiveness to advance priority U.S. policy objectives. Working across U.S. government agencies, including the Department of State, this position advances U.S. cyberspace, digital and emerging technology policies through strategic engagements and supports bilateral and multilateral diplomacy-focused efforts through targeted programming. Success in this role requires strong program and resource management skills, foreign policy expertise, and experience navigating interagency processes.  

Compensation & Benefits:

Pay rate: $100,000 - $175,804.23

Pay commensurate with education and experience.

Program Manager Responsibilities Include: 

• Coordinates and leads multiple complex foreign assistance programs aligned with the organization’s mission and goals, overseeing program design, implementer performance, and day-to-day operations to ensure project and department milestones are achieved within approved budgets. 
• Strong understanding of a hands-on approach to foreign assistance programming to include grants, cooperative agreements, contracts, and interagency agreements. 
• Directly guides implementation and coordination of CDP objectives and programs. 
• Supports CDP/STIIC leadership to ensure day-to-day tasks and milestones are on target and have extensive knowledge of Department processes, acting as an expert on complex technical and business matters. 
• Assists in developing grant applications and/or proposals and will lead coordination with CDP policy unit colleagues and Department stakeholders. 
• Works highly independently, reporting to senior leadership in the foreign assistance unit, and supports colleagues and implementing partners in adapting program content to changing circumstances and U.S. government standards. 
• Proactively identifies and resolves issues before implementation, communicates concerns promptly to CDP/STIIC leadership, supports scheduled program evaluations, and collects indicator data and success stories from partners, Posts, member governments, and interagency members. 
• Provides analysis of assistance recipients and develops appropriate engagement plans while leveraging assistance tools across the Bureau and department. 
• Drafts memos, reports, talking points, briefing materials etc. as required.
• Strong understanding of foreign affairs and U.S. national and economic security policy priorities as it relates to ICT, cyberspace and emerging technology issues is preferred.
• Work in close collaboration with interagency and Department partners. This position operates in a highly complex environment, requiring both independent judgment and collaborative engagement.

Program Manager Experience, Education, Skills, Abilities requested: 

• Bachelor's degree from an accredited institution (or equivalent)
• At minimum fifteen (15) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (preferred).     
• At minimum ten (10) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (preferred).  
• Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting. 
• Ability to develop engagement plans.
• Ability to coordinate with interagency partners and manage complex systems. 
• Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, Congress, and other partners. 
• Ability to travel for program oversight. 
• Regional expertise desired but not required.
• Secret clearance is required; ability to obtain TS 
• Must pass pre-employment qualifications of Cherokee Federal.
