This position is located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Field Operations (OFO). This position will allow you to use your expertise as a Program Manager over a major area or critical program segment for which the scope and effect of the work have an program-wide impact.
This position starts at a salary of $118,984.00 (GS-13, Step 1) to $154,682.00 (GS-13, Step 10).
In this Program Manager position you will become a key member of a team of Homeland Security professionals directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature. Typical work assignments include:
- Overseeing the overall planning, direction and timely execution of a program or several program segments.
- Collaborating with heads of other CBP Organizational elements to negotiate, decide on, and coordinate work changes affecting the assigned program segment. Evaluating the effectiveness of the organizational elements in terms of mission accomplishment.
- Providing information and recommendations on the current and long-range plans pertaining to managerial and administrative procedures and operation's program and financial management.
- Providing technical and administrative supervision to the unit. Establishing production standards and preparing performance work plans and appraisals. Developing procedures and techniques and furnishing policy guidance.

QualificationsExperience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Providing administrative program direction to various directors and special staff for a variety of diverse programs and/or services.
- Monitoring the implementation of higher-level policies and guidance, and makes recommendations to adapt guidance for local situations.
- Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; and making recommendations for program improvement.
- Developing administrative regulations or guidelines for the conduct of program operations.
- Ensuring that assigned programs and processes are covered by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with the Federal Managers' Integrity Act (FMIA).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2026.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Additional informationLeadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
