SummaryAbout the Position: As Chief, Management Support Section, the incumbent is responsible for the direct management, planning, review, control, and coordination of all activities pertaining to priorities, budgeting, funding, and progress of all work of the Seattle District's Operations and Maintenance (O&M), Bonneville Power Administration (BPA), National Emergency Preparedness Program (NEPP), and Flood Control and Coastal Emergency (FCCE).
DutiesHelp
- Interprets Headquarters, U.S. Army, Corps of Engineers (HQUSACE); Division; and District policies and solves all programmatic problems which may require deviation from established policy.
- Recognizes and evaluates important facts and considerations that affect the Civil Works O and M program based on knowledge of the mission and organization.
- Directs and manages the development, justification, and execution of the District budgets for Operation and Maintenance, Federal Columbia River Power System-BPA, Flood Control, Coastal Emergencies and National Emergency Preparedness Programs.
- Advises the Operations Division Chief in the decision-making processes regarding actions which impact fiscal or administrative matters and potential problem areas.
- Evaluates and integrates project estimates across operations and maintenance, engineering, and real estate into unified schedules aligned with budget constraints, federal objectives, and district capabilities.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes in all of the following areas: (1) apply federal appropriations policies to formulate, justify, and execute budgets for Civil Works programs; (2) analyze program data to evaluate and recommend improvements to program effectiveness and resource utilization; AND (3) communicating/coordinating with internal and external stakeholders to support program and budget objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
