Summary

About the Position: Serves as Chief, Civil Works Branch, with oversight responsibility for the programs and project management activities related to the execution of the District's large, complex and diversified Civil Works program. Interfaces with other District staff chiefs to ensure overall program coordination for planning, engineering, real estate, contracting, construction, and legal issues.

  • Serves as Chief, Civil Works Branch, with oversight responsibility for the programs and project management activities related to the execution of the District's large, complex and diversified Civil Works program.
  • Responsible for the overall management of the District's assigned Civil Works Program by supervising a team of senior project managers and project managers.
  • Supervises and directs the project managers in their management of various projects through the control of the project parameters of cost, budget, schedule, scope, and quality.
  • Ensures that project managers function as the project team leaders, District technical divisions as well as the sponsor, government agencies, and higher headquarters to complete projects on time and within budget and scope.
  • Represents the District at meetings, briefings, conferences, hearings, etc. with higher headquarters, officials of other Federal agencies, State, County, and local authorities and the public on matters related to proposed or approved projects.
  • Plans and coordinates the work of the Branch. Converts overall workload into organizational units and positions. Sets priorities and resolves conflicts in resource utilization.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes managing and directing project management and/or technical staff in the planning, design and/or construction of large civil works projects; leading multi-discipled teams including engineering, construction, contracting environmental, real estate and/or resource management functions; representing an organization, on all technical matters, to high level internal and external contacts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

    2. The Employee is assigned to an approved series (0301, 0340, 0801, 0810, 0830, 0850, 0855); and

    3. The Employee works at a physical location (GEOLOC) listed on the SSR Schedule.
